<br />September 23. 2008 <br /> <br />08 - 406 - Adoption of an ordinance accepting a grant in the amount of $170,923 from <br />the Virginia Department of Emergency Management and appropriating said amount <br />in the FY 2008-2009 Grants Fund for the purchase of equipment for the four localities <br />comprising the Hazardous Materials Southside Tidewater Team. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Portsmouth Department of Fire, Rescue and Emergency Services is the lead <br />agency for the Hazardous Materials Southside Tidewater Team that also includes <br />Norfolk, Chesapeake and Virginia Beach. <br />. Portsmouth is required to have a minimum of seven people ready to respond to <br />an incident within the region at any given time. <br />. The Virginia Department of Emergency Management (VDEM) has allocated <br />$170,973 from the 2007 State Homeland Security Program Grant for hazardous <br />materials team equipment and training. <br /> <br />Discussion: <br />. Each locality has met and determined the breakout of grant funds as follows: <br />Chesapeake ($40,212), Norfolk ($36,095), Virginia Beach ($25,800) and Portsmouth <br />($68,816). <br />. As the lead agency, Portsmouth is tasked with being the fiscal agent for the grant <br />funding. <br />. Memoranda of Understanding will be executed by each locality with the City of <br />Portsmouth before expenditures are approved. <br /> <br />Financial Impact: <br />. No local cash match is required. <br /> <br />Staff Recommends: <br />Adoption of ordinance. Vision Principles: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. Acquire necessary equipment and training to maintain the level of expertise <br />needed for the Hazardous Materials Southside Tidewater Team. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $170,923 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2008-2009 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE, AND EMERGENCY SERVICES TO PURCHASE <br />EQUIPMENT FOR THE FOUR LOCALITIES COMPRISING THE HAZARDOUS <br />MATERIALS SOUTHSIDE TIDEWATER TEAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 407 - Adoption of an ordinance appropriating $70,000 received in Department of <br />Mental Health, Mental Retardation and Substance Abuse Services (DMHMRSAS) State <br />Mental Health Child and Adolescent Services Funds and appropriating said amount in <br />the FY 2008-2009 Behavioral Healthcare Services Fund for use by the Department of <br />Behavioral Healthcare Services to provide services to the Court Services Unit.
