82 <br /> <br />August 27,1991 <br /> <br /> "AN ORDINANCE TO APPROPRIATE $350,705.00 FROM THE PUBLIC <br /> UTILITIES CAPITAL IMPROVEMENTS FUND FOR THE SECOND SEGMENT <br /> OF THE CHURCHLAND TRANSMISSION MAIN FROM SUFFOLK, <br /> VI'RGINIA, TO PORTSMOUTH, VIRGINIA." <br /> <br /> Ayes: Clemons, Corprew, Eppe~son, King, Hawks, Lucas, Webb <br /> Nays: None <br /> <br /> 91-280 - Ordinance to appropriate $278,571 from the <br />Capital Improvements Fund for improvements to the Neighborhood <br />Facility Recreation Center on Elm Avenue, deferred from the <br />Regular Meeting of August 13, 1991. <br /> <br /> "You will be pleased to know that the National Park <br />Service has approved the City's ~application for an Urban Park <br />and Recreation Recovery (UPARR) grant. The City's 30% share of <br />the $278,571 amounts to $83,571. ' Funding for the City match <br />will come from the 1990-91 CapiHal Imprgvements Fund. <br /> <br /> The purpose of the grant is to rehabilitate the <br />Neighborhood Facility Recreation Center located on Elm Avenue. <br />The improvements, which are listed on the attached document, <br />will greatly enhance the usefulness of the facility to the <br />surrounding community. <br /> <br /> I, therefore, recommend your approval of an appropriation <br />of $278,571 from the Capital Improvements Fund. With your <br />approval of this item, the balance 'in the fund will be <br />$4,534,868. <br /> <br /> Addition'ally, in accordance with your direction to have <br />two readings on appropriations for the benefit of the public, <br />recommend your deferral of this item until the meeting of <br />August 27, 1991." <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. King, the <br />following ordinance was adopted, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $278,571.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR THE PURPOSE OF PROVIDING IMPROVE- <br />MENTS TO PORTSMOUTH'S NEIGHBORHOOD FACILITY RECREATION <br />CENTER ON ELM AVENUE." <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Hawks, Lucas, Webb <br />Nays: none <br /> <br />REPORTS FROM THE CITY MANAGER <br /> <br /> 91-296 - Letter from the City Manager recommending <br />adoption of an ordinance appropriating $200,000 from the <br />Capital Improvements Fund for preparation of plans and <br />specifications and for asbestos removal in City owned buildings <br />and award of the bid to the low bidder, Nash Construction <br />Company. <br /> <br /> Approval of this item will provide funding for the <br /> removal of asbestos in the City Garage, Public Works <br /> Field Office, City Hallt General District Court, Main <br /> Library, Neighborhood Facility and the Public Health <br /> Building. <br /> <br /> <br />
