The City Manager will have the authority to sign the ordinance cable franchise <br />and Verizon may begin offering its services to the citizens of Portsmouth <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE GRANTING A CABLE FRANCHISE TO VERIZON VIRGINIA, INC., TO <br />CONSTRUCT, OPERATE AND MAINTAIN A CABLE SYSTEM IN THE CITY OF <br />PORTSMOUTH." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 345 - Adoption of an ordinance appropriating in the FY 2008-2009 Behavioral <br />Healthcare Services Fund Operating Budget $14,291 in funds allocated by the Virginia <br />Department of Mental Health, Mental Retardation, and Substance Abuse to the <br />Portsmouth Department of Behavioral Healthcare Services for Project TREAT staff <br />training. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Virginia Department of Mental Health Mental Retardation and Substance <br />Abuse Services (DMHMRSAS) through the federal funds from SAMHSA (Substance <br />Abuse and Mental Health Services Administration) and managed through the Office of <br />Child and Family Services of DMHMRSAS approved payment and transfer of funds to <br />Portsmouth DBHS on July 1,2008. <br />. This funding is in response to a proposal submitted by Portsmouth DBHS to the <br />Project TREAT team on August 30,2007. <br /> <br />Discussion: <br />. Funding is being provided to provide skill-based training in Cognitive Behavioral <br />Therapy and Motivational Enhancement Therapy for identified staff serving adolescents <br />with substance use or co-occurring disorders. <br />. Funding will also assist with implementation of the chosen Evidenced Based <br />Practices into the service continuum in order to meet the complex and multi-faceted <br />needs of youth with substance use or co-occurring disorders and to provide services <br />that are accessible, culturally competent, comprehensive and community-based. <br /> <br />Financial Impact: <br />. No local match funding is required. <br /> <br />Recommended Action: <br />Adoption of ordinance.
