All constitutional officers and their employees are included in Central Accounts language and funding that provides for salary increases of 2% on December 1, 2008 and 2% on December 1, 2009. These increases replace the 3% salary increase proposed in the Budget Bill for July 1, 2009. . Language has been added requiring the Compensation Board to use the greater population figure of the most recent census or the most recent provisional populations estimates when determining the salaries of Constitutional Officers pursuant to salary charts established in the appropriation act. Discussion: . Due to the increase of the population of the City of Portsmouth as provided to the State Compensation Board by Weldon & Cooper, the Sheriff's salary will increase from $96,872.00 to $107,635.00. . The State Compensation Board authorized an increase of $10,763.00 in the Sheriff's salary. The budget for the Sheriff's Office needs to increase by this amount. Financial Impact: . There is no financial impact on the City of Portsmouth. The increase is being funded by the State Compensation Board. Staff Recommends: Adoption of ordinance. Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 08 - 344 - Adoption of an ordinance granting a cable franchise to Verizon Virginia, Inc., to construct, operate and maintain a cable system in the City of Portsmouth. Vision Principle: Bold New Directions. Background: . Verizon Virginia, Inc. has proposed an ordinance cable franchise pursuant to sections 15.2-2108.21 and 15.2-2108.22 of the Code of Virginia. Discussion: . The General Assembly adopted section 15.2-2108.21 Ordinance Cable Franchise, thereby allowing entrance into the marketplace of new cable providers. In accordance with this law, Verizon Virginia, Inc. has requested an ordinance cable franchise in the City and has provided a proposed ordinance cable franchise for adoption. Financial Impact: . Verizon Virginia, Inc. will provide to the City a Public, Educational and Governmental (PEG) Capital Grant Surcharge Fee to the City in the amount of $.501 per subscriber on a quarterly basis. . Verizon Virginia, Inc. will provide to the City a franchise fee on a quarterly basis which will be equal to 5% of Verizon's gross revenues or such other amount which may be subsequently permitted by state or federal law.
