<br />July 22. 2008 <br /> <br />Background: <br />. All constitutional officers and their employees are included in Central Accounts <br />language and funding that provides for salary increases of 2% on December 1, 2008 <br />and 2% on December 1, 2009. These increases replace the 3% salary increase <br />proposed in the Budget Bill for July 1, 2009. <br />. Language has been added requiring the Compensation Board to use the greater <br />population figure of the most recent census or the most recent provisional populations <br />estimates when determining the salaries of Constitutional Officers pursuant to salary <br />charts established in the appropriation act. <br /> <br />Discussion: <br />. Due to the increase of the population of the City of Portsmouth as provided to the <br />State Compensation Board by Weldon & Cooper, the Sheriff's salary will increase from <br />$96,872.00 to $107,635.00. <br />. The State Compensation Board authorized an increase of $10,763.00 in the <br />Sheriff's salary. The budget for the Sheriff's Office needs to increase by this amount. <br /> <br />Financial Impact: <br />. There is no financial impact on the City of Portsmouth. The increase is being <br />funded by the State Compensation Board. <br /> <br />Staff Recommends: <br />Adoption of ordinance. Vision Principle: Bold New Directions <br /> <br />Next Steps Following Council Action: None. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE AN ADDITIONAL $10,763 IN THE FY 2008-2009 <br />GENERAL FUND OPERATING BUDGET FOR AN INCREASE IN THE SHERIFF'S <br />ANNUAL SALARY." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 344 - Adoption of an ordinance granting a cable franchise to Verizon Virginia, Inc., <br />to construct, operate and maintain a cable system in the City of Portsmouth. Vision <br />Principle: Bold New Directions. <br /> <br />Background: <br />. Verizon Virginia, Inc. has proposed an ordinance cable franchise pursuant to <br />sections 15.2-2108.21 and 15.2-2108.22 of the Code of Virginia. <br /> <br />Discussion: <br />. The General Assembly adopted section 15.2-2108.21 Ordinance Cable <br />Franchise, thereby allowing entrance into the marketplace of new cable providers. In <br />accordance with this law, Verizon Virginia, Inc. has requested an ordinance cable <br />franchise in the City and has provided a proposed ordinance cable franchise for <br />adoption. <br /> <br />Financial Impact: <br />. Verizon Virginia, Inc. will provide to the City a Public, Educational and <br />Governmental (PEG) Capital Grant Surcharge Fee to the City in the amount of $.501 per <br />subscriber on a quarterly basis. <br />. Verizon Virginia, Inc. will provide to the City a franchise fee on a quarterly basis <br />which will be equal to 5% of Verizon's gross revenues or such other amount which may <br />be subsequently permitted by state or federal law. <br />
