<br />July 22. 2008 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 22, 2008, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Marlene W. Randall, <br />Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, Charles B. Whitehurst, <br />Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Reverend Larry R. Hailes opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Smith, and seconded by Ms. Psi mas, to approve the minutes of a <br />Called Meeting of July 7, 2008, of a Called Meeting of July 8, 2008, and of a Regular <br />Meeting of July 8, 2008, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 328 - Presentation: <br /> <br />. Presentation of the Key to the City to Kendra Humphrey, 2008 Little Miss <br />Portsmouth. <br /> <br />- Public Hearing - <br /> <br />08 - 329 <br /> <br />Public hearing to receive citizen input on granting an ordinance <br />cable franchise to Verizon Virginia Inc. that would authorize them to <br />begin offering cable service in the City of Portsmouth. <br /> <br />There were no speakers. <br /> <br />- Unfinished Business - <br /> <br />08 - 292 - Adoption of a resolution of the Council of the City of Portsmouth, Virginia <br />approving the proposed location of the Route 58-Martin Luther King (MLK) Freeway <br />Extension Project 0058-965-107, P101 (UPC 77245) in the City of Portsmouth. <br />Deferred from the June 24, 2008 Council Meeting. Vision Principle: Thriving <br />Neighborhood and a Sense of Community. <br /> <br />Background <br />. Preliminary design of the proposed extension of the Martin Luther King Freeway <br />has been sufficiently completed by the Virginia Department of Transportation (VDOT) to <br />establish a location of the required elements of the project. <br /> <br />Discussion: <br />. The recommended design alternative was presented for public comment by <br />VDOT at a Public Hearing held at I.C. Norcom High School on May 14, 2008. <br />. Written and orally registered comments from the public were generally favorable. <br />. The only element of the proposed project subject to the approval of City Council <br />at this time is specifically the project location. <br /> <br />Financial Impact: <br />. The City is not responsible for funding of portions of the actual project. This <br />project has no direct impact on the city's budget. <br /> <br />Staff Recommends: <br />Adoption of resolution.
