July 22. 2008 At a Regular Meeting of the City Council on Tuesday, July 22, 2008, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, Charles B. Whitehurst, Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. Reverend Larry R. Hailes opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Smith, and seconded by Ms. Psi mas, to approve the minutes of a Called Meeting of July 7, 2008, of a Called Meeting of July 8, 2008, and of a Regular Meeting of July 8, 2008, and was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 08 - 328 - Presentation: . Presentation of the Key to the City to Kendra Humphrey, 2008 Little Miss Portsmouth. - Public Hearing - 08 - 329 Public hearing to receive citizen input on granting an ordinance cable franchise to Verizon Virginia Inc. that would authorize them to begin offering cable service in the City of Portsmouth. There were no speakers. - Unfinished Business - 08 - 292 - Adoption of a resolution of the Council of the City of Portsmouth, Virginia approving the proposed location of the Route 58-Martin Luther King (MLK) Freeway Extension Project 0058-965-107, P101 (UPC 77245) in the City of Portsmouth. Deferred from the June 24, 2008 Council Meeting. Vision Principle: Thriving Neighborhood and a Sense of Community. Background . Preliminary design of the proposed extension of the Martin Luther King Freeway has been sufficiently completed by the Virginia Department of Transportation (VDOT) to establish a location of the required elements of the project. Discussion: . The recommended design alternative was presented for public comment by VDOT at a Public Hearing held at I.C. Norcom High School on May 14, 2008. . Written and orally registered comments from the public were generally favorable. . The only element of the proposed project subject to the approval of City Council at this time is specifically the project location. Financial Impact: . The City is not responsible for funding of portions of the actual project. This project has no direct impact on the city's budget. Staff Recommends: Adoption of resolution.
