224 Julv 22. 2008 At a Called Meeting of the City Council on Tuesday, July 22, 2008, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Douglas L. Smith, Charles B. Whitehurst, Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 08 - 325 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, July 22, 2008 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 08 - 326 - The following items were discussed in Public Work Session: 1. Strategic Marketing Plan - Mary Murray, Director of Marketing 2. Martin Luther King Freeway Extension Project Resolution Update - Councilman Smith 08 - 327 - Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, subsection 7 for consultation with legal counsel and staff pertaining to litigation and also consultation with legal counsel regarding specific legal matters requiring the provision of legal advice. The subject matter of the meeting is litigation involving the City's court facilities. The purpose of the meeting is to discuss legal strategy toward this litigation. The motion was adopted by unanimous vote. Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Section 2.2-3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
