Pending approval, the Director of Museums and the Curator of the Courthouse <br />Galleries will ensure that the funds are utilized for the stated purposes of the grant. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $5,000 FROM THE <br />VIRGINIA COMMISSION FOR THE ARTS AND APPROPRIATING SAID SUM IN THE <br />FY 2008-2009 GRANTS FUND FOR THE 38th ANNUAL SEAWALL ART SHOW." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 342 - Adoption of an ordinance to appropriate an additional $12,299 in the FY <br />2008-2009 General Fund Operating Budget for an increase in the annual salary of the <br />Commissioner of Revenue. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. All constitutional officers and their employees are included in Central Accounts <br />language and funding that provides for salary increases of 2% on December 1, 2008 <br />and 2% on December 1, 2009. These increases replace the 3% salary increase <br />proposed in the Budget Bill for July 1, 2009. <br />. Language has been added requiring the Compensation Board to use the greater <br />population figure of the most recent census or the most recent provisional populations <br />estimates when determining the salaries of Constitutional Officers pursuant to salary <br />charts established in the appropriation act. <br /> <br />Discussion: <br />. According to the latest U. S. Census, the population of the City of Portsmouth <br />has exceeded 100,000 households. <br />. As a result of this change, the State Compensation Board has included a salary <br />increase in the FY 09 budget for the Portsmouth Commissioner of the Revenue. <br /> <br />Financial Impact: <br />. The revised salary for the Commissioner of the Revenue is $98,808. The current <br />budgeted salary is $86,509, requiring that the City's FY09 Adopted Budget be amended <br />to reflect the increase in salary. <br /> <br />Staff Recommends: <br />Adoption of ordinance.
