<br />July 22. 2008 <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING IN THE FY 2008-2009 GRANTS FUND GRANT <br />MONIES IN THE AMOUNT OF $182,500 RECEIVED FROM THE OFFICE OF THE <br />EXECUTIVE SECRETARY OF THE SUPREME COURT OF VIRGINIA FOR THE <br />PORTSMOUTH ADULT DRUG COURT PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 338 - Adoption of an ordinance accepting a grant in the amount of $572,829 from <br />the Virginia Department of Criminal Justice Services and appropriating said amount in <br />the FY 2008-2009 Grants Fund for the operation of local probation and pretrial services <br />in the City. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Community Corrections & Pretrial Services Program has been continually <br />funded by the state since 1995. It is a diversion from incarceration program. <br />. This state funding allows the Sheriff's Office to provide quality supervision to non- <br />violent offenders and defendants in the community and directly impact the jail <br />population. <br /> <br />Discussion: <br />. The Department of Criminal Justice Services has made available $572,829 in <br />state general funds for FY 2009 to provide these services locally. <br />. Community Corrections provides a comprehensive array of intermediate <br />sanctions to the local courts as alternatives to incarceration in the city jail. Services <br />include: probation supervision, community service work, restitution, substance abuse <br />assessment, testing and treatment, anger education, domestic violence intervention, <br />and other services as requested by the courts. Between July 1, 2007 and May 31, 2008 <br />the program served 445 Portsmouth citizens. They facilitated the collection of $26,421 <br />in restitution to victims, and $28,752 in court costs. Offenders completed 4,485 hours of <br />community service work. Over 92 offenders received conflict resolution and anger <br />education services and 285 received substance abuse services. <br />. Pretrial Services provides supervised release to defendants. Between July 1, <br />2007 and May 31, 2008 the program conducted over 704 investigations, screened <br />1,422 defendants, conducted 713 criminal record checks, received 231 placements on <br />supervision and monitored 399 defendants released by the magistrate. <br /> <br />Financial Impact: <br />. There is no local match and no obligation for continued funding from the City of <br />Portsmouth once the grant has ended. <br /> <br />Staff Recommends: <br />Adoption of an ordinance.
