The City must approve the Performance Contract in order to receive allocations <br />of State and Federal funds, or amounts subsequently revised by, or negotiated with the <br />DMHMRSAS Office of Community Contracting. <br /> <br />Recommended Action: <br />Adoption of resolution. If the FY09 Performance Contract is approved, the Director of BHS will ensure <br />DMHMRSAS is notified that the Performance Contract was approved by City Council as <br />verified by the City Council Agenda minutes and Transmittal Notice. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION APPROVING THE PORTSMOUTH DEPARTMENT OF BEHAVIORAL <br />HEAL THCARE SERVICES' FY 2008-2009 PERFORMANCE CONTRACT. <br /> <br />WHEREAS, the Commonwealth Department of Mental Health, Mental <br />Retardation and Substance Abuse Services (DMHMRSAS) annually issues a <br />performance contract to each local community services board (CSB) specifying the <br />services to be rendered by the CSB for the next fiscal year relative to funding budgeted; <br />and <br /> <br />WHEREAS, the City of Portsmouth must approve the Portsmouth Department of <br />Behavioral Healthcare Services' FY 2009 Performance Contract by September 15, <br />2008. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby approves the Portsmouth Department of Behavioral Healthcare <br />Services' FY 2009 Performance Contract." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 337 - Adoption of an ordinance appropriating in the FY 2008-2009 Grants Fund <br />grant monies in the amount of $182,500 received from the Office of the Executive <br />Secretary of the Supreme Court of Virginia for the Portsmouth Adult Drug Court <br />program. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Portsmouth Adult Drug Treatment Court was established to serve as an <br />intensive treatment program for the purpose of treating nonviolent felony offenders who <br />are dependent upon drugs andlor alcohol. <br /> <br />Discussion: <br />. This program was first implemented in 2000. <br /> <br />Financial Impact: <br />. There is no City cash match required. <br /> <br />Staff Recommends: <br />Adoption of ordinance. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will <br />rest with the Third Judicial Circuit Court of the City of Portsmouth. <br />
