Virginia Department of Tra~sportat on for safety and improvement projects; and WHEREAS, the Commonwealth Railway has identified 3 5 miles of track rehabilitation, and grade crossing and drainage inprovement projects~, and' , ~ - . . · WHEREAS, the 1990 General Assembly} through enac~m~ nt of an amendment to House Bill 30, provided funding for the ac~ uisition, lease or improvement of railways within the Rail InduStrial Access Program budget; and . · ~ WHEREAS, the Commonwealth Railway is an importan : lement of the City of Portsmouth's transportation system; and ~' the Commonwealth~ai~way is instrumen~a~' n the des economic development of the City of Portsmouth and pr~ relief to the highway system by transporting freight, and prey des an alternate means of transporting commodities; and WHEREAS, the City of Portsmouth supports the pro~e~t and the retentio~ of the rail service; and ~HE~EA$,'the Commonwealth Transportation Board'h~s established procedures for all allocation and distribution of the funds provided by House Bill 30.
