September 10, 1991 <br /> <br /> Bids have been received for abatement of the asbestos at <br />the listed locations and an analysis is attached for your <br />review. It is further recommended by the Director of General <br />Operations that the cont~ract be awarded to Nash Construction <br />Company of Richmond, Virginia. <br /> <br /> Residual funds remaining from p~ior appropriations wil~l be <br />combined with this appropriation'to ~ay BCM E~gineerl~g for <br />compliance monitoring and the preparation of plans and <br />specifications ~r each~building~.' ~ddiCionally,' SCM will <br />prepare plans and specifications for asbestos abatement of the <br />existing Churchland High School. <br /> <br /> I concur wfth,these'recomme~dations and request - ~ <br />appropriation in the amount of $200,000 and award of %he~ bid~to <br />the low bidder. With your approval of this item, the balance <br />in the Capital ~Tmprovemen.ts Fund wAll. be S~4,334,868. <br /> <br /> Additionally, in accordance with your direction to have <br />two readings o~ appropriations for the benefit of the public, I <br />recommend your deferral of this item until the meeting of <br />September 10,~I~99'l~" <br /> <br /> Motion of Mr. King and seconded by Mr. Epperson, the <br />following ordinance was adopted, and-by the~ following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $200,000.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR THE REMOVAL OF ASBESTOS FROM CITY OWNED <br />BUILDINGS AND THE~ CURRENT CHURCHLAN~ ~HIGH' SCHOOL BUILDINGs!' <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Hawks, <br />Nays: None <br /> <br />Lucas, Webb <br /> <br /> REPORTS FROM THE CITY MANAQER - <br /> <br /> 91-314 Letter from the city Manager recommending <br />adoption of a resolution supporting the request of-Commonwealth <br />Railway, Inc. for state financial assistance for track <br />rehabilitation and grade crossing improvements within the City <br />of Portsmouth. <br /> <br /> The State'has ~eated a Shortli~ne Raitroad~Fina~cial <br /> Assistance Program to assist in funding track <br /> improvements. Commonwealth Railway, Inc., which <br /> operates a shorttiHe raitroad 'b~t~een SuffOlk and <br /> West Norfolk area of Portsmouth, is seeking financial <br /> assistance "from this program. Approval of this item <br /> fulfills ~ne of~the applic~tioh requirements for a <br /> resolution from the local governing b~dy.supporti~g <br /> the funding request. <br /> <br /> "I have received a request from Commonwealth Railway, <br />Inc., which operates a shortline railroad between Suffolk and <br />the West Norfo~lk Area of Portsmouth. !The Railroad is' seeking <br />State financial assistance for track improvements and for grade <br />crossing improvement~ within the~City limits.of Portsmouth. <br />Under legislation adopted by the Virginia General Assembly, <br />such assistance is available if accompanied by a resolution <br />from the local body requesting that such funds be allocated. <br /> <br /> These improvements would be useful hot only to the <br />railroad but to the citizens, si~c:e agrade crossing would be <br />upgraded and a drainage ditch would be improved. No local <br />funds are invoived with this project."~'Therefore~'I~rec°mmend <br />that you adopt the proposed resolution supporting this <br />project." <br /> <br /> <br />
