He also asked that the City Council authorize the City Manager to
start looking at assessments early to try and get a clear indication of what the
assessments may be for the next fiscal year in anticipation for the upcoming budget
process. He asked that Council be educated on the process of assessments and
have information disseminated to the citizens of the City.

'" Mr. Moody asked that Staff look into tow truck drivers being ticketed for being in
areas restricted by trucks while operating their business. He also wanted an update
on a gate that was placed on a public street in the Sandie Point neighborhood.

. Mr. Oksman informed Council that he spoke to the attorney that represents the
Sandie Point Condominium Association and they are in the process scheduling a
meeting between all parties involved.

'" Ms. Randall voiced her concern and asked that staff look into trucks traveling on
Greenwood Drive coming off 1-264 and also those trucks that are making short cuts
from the industrial area onto Cavalier Boulevard. She voiced her concern regarding
the lack of drainage in the area where large ditches are located.

'" Ms. Psimas agreed with Mr. Whitehurst that Council needs to discuss assessments
as early as possible. She also asked that rather than study every street in
Portsmouth with regards to truck traffic have the City Manager along with Staff, the
Police Department, and City workers collect data regarding neighborhoods that are
currently having issues with truck traffic.

08 - 320 - Report on Pending Items

There were no pending items.

08 - 321 - Non-Agenda Speakers

1.
