July 8, 2008 Background: . Both State and Federal laws require that "public entities" authorize an agent to provide all information as may be needed for federal grant programs under the U. S. Department of Homeland Security, as administered by the Commonwealth of Virginia. Discussion: . The City must comply with requests for information and file regular reports to the Commonwealth of Virginia to receive federal financial assistance under the Department of Homeland Security (DHS). . The purpose of this resolution is to appoint an authorized agent who will have the responsibility of providing accurate information to the State and to DHS as it pertains to requirements under the grant programs. . Some of the major grant programs include the State Homeland Security Grant Program, Citizens Corps Grant Program, Local Emergency Management Performance Grant, Port Security grants, the Buffer Zone Protection Program, and the Assistance to Firefighters Grant Program, etc. Financial Impact: . The authorized agent will be responsible for submitting all required information as required by the grant programs. Staff Recommends: Adoption of resolution. Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION DESIGNATING THE CHIEF FINANCIAL OFFICER AS THE CITY'S AUTHORIZED AGENT TO EXECUTE FOR AND ON BEHALF OF THE CITY OF PORTSMOUTH ANY DOCUMENTS AND TO PERFORM ANY ACTIONS NECESSARY TO OBTAIN FEDERAL FINANCIAL ASSISTANCE PROVIDED BY THE U. S. DEPARTMENT OF HOMELAND SECURITY AND SUB-GRANTED THROUGH THE COMMONWEALTH OF VIRGINIA. BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the Chief Financial Officer is hereby authorized to execute for and on behalf of the City of Portsmouth, Virginia, a public entity established under the laws of the Commonwealth of Virginia, any documents and to perform any actions necessary to obtain federal financial assistance provided by the U.S. Department of Homeland Security and sub- granted through the Commonwealth of Virginia."
