<br />July 8, 2008 <br /> <br />Background: <br />. Both State and Federal laws require that "public entities" authorize an agent to <br />provide all information as may be needed for federal grant programs under the U. S. <br />Department of Homeland Security, as administered by the Commonwealth of Virginia. <br /> <br />Discussion: <br />. The City must comply with requests for information and file regular reports to the <br />Commonwealth of Virginia to receive federal financial assistance under the Department <br />of Homeland Security (DHS). <br />. The purpose of this resolution is to appoint an authorized agent who will have the <br />responsibility of providing accurate information to the State and to DHS as it pertains to <br />requirements under the grant programs. <br />. Some of the major grant programs include the State Homeland Security Grant <br />Program, Citizens Corps Grant Program, Local Emergency Management Performance <br />Grant, Port Security grants, the Buffer Zone Protection Program, and the Assistance to <br />Firefighters Grant Program, etc. <br /> <br />Financial Impact: <br />. The authorized agent will be responsible for submitting all required information as <br />required by the grant programs. <br /> <br />Staff Recommends: <br />Adoption of resolution. Vision Principle Advanced: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Continue to monitor grants compliance through the City's Grants Process. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION DESIGNATING THE CHIEF FINANCIAL OFFICER AS THE CITY'S <br />AUTHORIZED AGENT TO EXECUTE FOR AND ON BEHALF OF THE CITY OF <br />PORTSMOUTH ANY DOCUMENTS AND TO PERFORM ANY ACTIONS <br />NECESSARY TO OBTAIN FEDERAL FINANCIAL ASSISTANCE PROVIDED BY THE <br />U. S. DEPARTMENT OF HOMELAND SECURITY AND SUB-GRANTED THROUGH <br />THE COMMONWEALTH OF VIRGINIA. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the Chief <br />Financial Officer is hereby authorized to execute for and on behalf of the City of <br />Portsmouth, Virginia, a public entity established under the laws of the Commonwealth of <br />Virginia, any documents and to perform any actions necessary to obtain federal <br />financial assistance provided by the U.S. Department of Homeland Security and sub- <br />granted through the Commonwealth of Virginia." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />08 - 318 - Boards and Commissions <br /> <br />Mr. Moody offered the following nominations: <br /> <br />THE PLANNING COUNCIL <br /> <br />Charles Whitehurst, Sr. to be appointed to fill a term, replacing Ray Smith, Sr. <br />
