July 8, 2008

Background:
. Both State and Federal laws require that "public entities" authorize an agent to
provide all information as may be needed for federal grant programs under the U. S.
Department of Homeland Security, as administered by the Commonwealth of Virginia.

Discussion:
. The City must comply with requests for information and file regular reports to the
Commonwealth of Virginia to receive federal financial assistance under the Department
of Homeland Security (DHS).
. The purpose of this resolution is to appoint an authorized agent who will have the
responsibility of providing accurate information to the State and to DHS as it pertains to
requirements under the grant programs.
. Some of the major grant programs include the State Homeland Security Grant
Program, Citizens Corps Grant Program, Local Emergency Management Performance
Grant, Port Security grants, the Buffer Zone Protection Program, and the Assistance to
Firefighters Grant Program, etc.

Financial Impact:
. The authorized agent will be responsible for submitting all required information as
required by the grant programs.

Staff Recommends:
Adoption of resolution. Vision Principle Advanced: Thriving Neighborhoods and a
Sense of Community.

Next Steps Following Council Action:
.
