<br />July 8, 2008 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 8, 2008, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Marlene W. Randall, <br />Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, Charles B. Whitehurst, <br />Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Reverend Johnnie J. Drake opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Ms. Randall, and seconded by Ms. Psimas, to approve the minutes of <br />a Called Meeting of June 24, 2008, of a Regular Meeting of June 24, 2008, and of a <br />Called Meeting of June 30, 2008, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 315 - Presentations: <br /> <br />. Proclamation presented to Reverend Rob Edwards, Cradock Baptist Church, for <br />"World Changer's Week." <br /> <br />- Public Hearing - <br /> <br />08 - 316 <br /> <br />Public Hearing on the proposed extension of the Martin Luther King <br />Freeway. The purpose of the public hearing is to give residents an <br />opportunity to provide input into the preferred alternative for the <br />location of this new highway. <br /> <br />1. Mae Breckenridge-Haywood, 3704 Greenwood Drive, voiced her opposition to the <br />proposed extension only if it interferes with the Mt. Calvary Cemetery. <br /> <br />2. Roosevelt Harmon, 3409 Trexler Avenue, spoke in opposition to this item. <br /> <br />3. James Overton, 319 Astor Avenue, as the representative of the Wilson Ward/Gosport <br />Civic League, wanted to show support for those residents who may be displaced <br />because of this project. He also thanked City Council for giving citizens the <br />opportunity to voice their opinions on the subject. <br /> <br />4. Clifford Kalmbach, 3702 Magnolia Drive, spoke in opposition to this item. <br /> <br />5. Dr. Philip Parker, 2117 London Boulevard, as Pastor of Calvary Baptist Church <br />voiced concerns with the current off ramp and any future expansion of the off ramp <br />near his church. <br /> <br />6. Eugenia Burton, 1405 Columbus Avenue, spoke in support of this item. <br /> <br />- City Manager's Report - <br /> <br />08 - 317 - Adoption of a resolution designating the Chief Financial Officer as the City's <br />Authorized Agent to execute for and on behalf of the City of Portsmouth any documents <br />and to perform any actions necessary to obtain federal financial assistance provided by <br />the U.S. Department of Homeland Security and sub-granted through the <br />Commonwealth of Virginia.
