October 22,~.1991 NOW, THEREFORE, BE IT RESOLVED by the~Council of the City of Portsmouth, Virginia, that the Council does hereby endorse this document as the City of Portsmouth's Comprehensive Housing ~ffardability Strategy. BE IT FURTHER RESOLVED that t~e cou:~ci.il~:~f the city of Portsmouth, Virginia, authorizes the City Manager to plan, budget, and apply for eligibility for related major housing programs and to submit, any applieation ~or Other~necessary documentation, certifications or assurances to obtain approval Or acceptance by the United States Department of Housing and Urban Development (HUD). Ayes: Clemons, COrprew, Epp~rson, King:, Hawks, Lucas, Webb Nays: None 91-373A - Letter from the City Manager recommending adoption of a resolution authorizing the City Manager to convey to the Portsmouth Redevelopment and Housing Authority dertain property located in the Weave~r Redevelopment Project~, 'FA. R-40, immediately south of Mt. Calvary Baptist Church. "As you are aware, Mt. Calvary Baptist Church has indicated for some time its desire to purchase a portion of:City-owned property on Thomas Circle for parking and future expansion purposes. The Tidewater Child Care:Association was to purchase the remaining portion In light of Tidewater Child Care's decision to relocate to another site, church~officials are ready to proceed with the purchase of their parcel. To facilitate this process, the City Attorney has drafted the attached resolution conveying one acre to the Portsmouth Redevelopment and ~ousing Authority (PRHA) who will handle the sale of the property~to the church. The net proceeds from the land sale (less selling expenses) would be returned to the City by PRHA. Also inctuded is a publ$c street as it has been determined by the City Engineer to be in the best interest of the~City I recommend Cit~ Council's approval of .both resolutions." Rev. William Hampton, 1722 Hodges Ferry 'Road, representing Mt. Calvary Baptist Church, spoke in Support of the selling and transfer of property at Thomas Circle. . Motion of Mr. Clemons and seconded by Mr. King, to adopt the following resolution, and by the following vote: "A RESOLUTION AuTHoRIZING THE CITY MANAGER TO CONVEY TO THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY CERTAIN PROPERTY LOCATED IN THE WEAVER REDEVELOPMENT PROJECT, VA. R-40, IMMEDIATELY SOUTH OF MT. CALVARY BAPTIST CHURCH. WHEREAS, the City of Portsmouth owns the hereinafter described real property located in the Weaver Redevelopment Project, Va. R-40, immediately south of Mt. Calvary Baptist Church, which property is no longer required for public purposes and is, hereby, declared to be excess property; and WHEREAS, the Council of the City of Portsmouth deems it to be in the best interest of the City for~said property to be developed and put to its best and highest use. NOW, THEREFORE, BE IT RESOLVED by Council of the City of Portsmouth, Virginia, that the City Manager: be, and hereby is, authorized to convey the hereinafter described property to the Portsmouth Redevelopment and Housing Authority, to-wit:
