The CHAS r~)laces the <br />formerly required Housing Assistance Plan (HAP). <br /> <br /> The purpose of the Comprehensive Housing Affordabi] ty <br />Strategy is to guide the city's affordable housing progl ~ms and <br />housing services through an integra~e~ approach to deal~ ~g with <br />the housing needs of all Portsmouth si citizens. The CH;~ contains <br />an analysis of housing needs, the city's housing priorities for <br />the next five years, and one year pla~ for implementati¢ ]. <br /> <br /> In accordance wi~h the National Affordable Housing ~ct, I <br />recommend that you approve the attached~resolution adopt lng the <br />City's Comprehensive Housing Affordab~lity Strategy." <br /> <br /> Motion of Mr. Hawks and seconded by Mrs. Lucas, to ~dopt 'the <br />following resolution, and by the foll0win~ vote: <br /> <br />A RESOLUTION ENDORSING A COMPREHENSIVE HOUSING AFFORDABI ~ITY <br />STRATEGY AND AUTHORIZING THE CITY MANAGER TO SUBMIT AN ?PLICATION <br />AND OTHER NECESSARY DOCUMENTATION FORI FUNDING. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Vi ~inia, <br />recognizes the need to have a five year strategy to pro~ [de <br />affordable housing in Portsmouth, Virginia; and <br /> WHEREAS, the National Affordable Housing Act of 19S)hand~ HUD <br />24 CFR Part 91 require the formulatioh of a document wh~ ~ <br />constitutes a Comprehensive Housing A~fordability Strat~)y and <br />incorporates a housing analysis, all housing related act [vities, <br />and funding sources to address housing needs; and <br /> <br /> WHEREAS, the Planning Commission of the City of Po~ ~smouth <br />has held an advertised public hearing on this matter and after <br />which recommended the City Council's adoption of this pl ~n; and <br /> <br /> WHEREAS, the Portsmouth City Council has advertised and held <br />a public hearing on this matters and <br /> <br /> WHEREAS, the City Manager of the City of Portsmouth, <br />Virginia, has.formulated such a document embodying the ( [ty of <br />Portsmouth's ~omprehensive Housing Af~ordability Strate~ <br /> <br /> <br />
