<br />- CITY MANAGER'S REPORT -
<br />
<br /> 91-371 - Letter from the City manager recommending adoption
<br />of an crdinance to amend the ~ode of the City of Portsmouth,
<br />Virginia, by amending Section 2-712 through 2-716 thereof,
<br />pertaining to the Community ServiceS Board.
<br />
<br /> Approval o~ this item will distinguish the Board members
<br />from the staff members in the City Code.
<br />
<br /> "The Community Services Board members have noted that the
<br />current wording of the City Code provides no distinction
<br />between them as the Council appointed citizen policymakers, and
<br />the staff who carries out their policy decisions and implements
<br />the programs they approve. At their meeting on October 2,
<br />1991, they voted to request that the Code be amended to
<br />identify them as "Directors" to more clearly identify their
<br />role and responsibilities.
<br />
<br /> The affected Code sections are noted in the attachment.
<br />There is no cost associated with this action. The agency would
<br />still be known as the Community Services Board.
<br />
<br /> I, therefore, recommend you amend the City Code as
<br />requested by the Community Services Board members."
