November 28, 2000 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, November 28, 2000, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Deputy City Manager H. Timothy Little, City Attorney Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on November 13, 2000, a Called Meeting on November 14, 2000, and a <br />Regular Meeting on November 14, 2000, and was adopted by unanimous vote. <br /> <br />00 - 289 - Presentations: <br /> <br />Presentation of the 2000 Virginia Transit Association Innovation Program Award for <br />"Community Partnership for Youth". <br /> <br />Proclamation presented to Donald Cotton for "World AIDS Day". <br /> <br />- Unfinished Business - <br /> <br />00 - 275 - Rezoning application: <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, approved at the November 14, 2000 meeting, and was adopted by the <br />following vote: <br /> <br />00-275(b): <br /> <br />"ZONING AMENDMENT ORDINANCE Z-00-07." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />00 - 290 - Adoption of a resolution authorizing the City of Portsmouth's 2001 Legislative <br />Proposals to be presented to the Portsmouth Delegation and the members of the <br />Virginia General Assembly. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City of Portsmouth's 2001 Legislative <br />Proposals to be presented to the Portsmouth Delegation and the members of the <br />Virginia General Assembly. <br /> <br />Purpose and Need: <br /> <br />· The 2001 Legislative Proposals contain items specific to the City of Portsmouth and <br />items that will be monitored with Statewide impact. There are three Budget <br />Amendments and one State Code Change in the Portsmouth Specific Action Items <br />Section. In the Items to Monitor Section, there are eleven Revenue Issues and five <br />Effective Government Issues. <br /> <br />· The Addendum to this document contains the Virginia Municipal League's 2001 <br />Legislative Program. <br /> <br /> <br />
