NOVEMBER 28, 2000 Financial Impact: · The potential financial impact could be millions of dollars to the City for programs, facilities and services. · The total impact cannot be accurately assessed at this time. It will however, be noted in the Final Legislative Report, which is prepared following the Veto Session of the General Assembly. 1. Mark Geduldig-Yatrosky, 363 Middle Street, spoke on providing certain convicted felons the right to vote and inclusion of full citizen rights. Motion by Mr. Pitts, and seconded by Mr. Moody, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 2001 LEGISLATIVE PROPOSALS TO BE PRESENTED TO THE PORTSMOUTH DELEGATION AND THE MEMBERS OF THE VIRGINIA GENERAL ASSEMBLY. WHEREAS, the Virginia General Assembly deals with a broad range of issues that affect local governments both directly and indirectly; and WHEREAS, the City of Portsmouth has certain concerns which deal with both local governments and Portsmouth specifically; WHEREAS, these concerns and issues need to be made known to Portsmouth's General Assembly Delegation so that they may be transmitted for consideration by the Legislature. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth endorses the attached legislative proposals for the 2001 General Assembly Session and directs that both this resolution and the legislative proposals be forwarded to the Portsmouth General Assembly Delegation." Recommendation: · Adoption of a resolution to approve the issuance of revenue bonds by the Economic Development Authority of Henrico County, Virginia, to pay costs of the acquisition, construction, equipping and installation of certain capital improvements and additions for, among others, Maryview Medical Center, 3636 High Street, Portsmouth, Virginia. Purpose and Need: · The financing will benefit the Commonwealth of Virginia and its inhabitants by providing modern and efficient medical services and lowering the cost of the provision of such services. Financial Impact: · Neither the City nor the Industrial Development Authority of the City of Portsmouth, Virginia makes any financial commitment or is in any way legally obligated to the repayment of the bonds. The bonds will not be considered against or included in the City's debt capacity. A Fiscal Impact Statement is attached which outlines the fiscal benefits to the City. 1. Albert J.
