NOVEMBER 28, 2000 <br /> <br />Financial Impact: <br /> <br />· The potential financial impact could be millions of dollars to the City for programs, <br />facilities and services. <br /> <br />· The total impact cannot be accurately assessed at this time. It will however, be <br />noted in the Final Legislative Report, which is prepared following the Veto Session of <br />the General Assembly. <br /> <br />1. Mark Geduldig-Yatrosky, 363 Middle Street, spoke on providing certain convicted <br />felons the right to vote and inclusion of full citizen rights. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 2001 <br />LEGISLATIVE PROPOSALS TO BE PRESENTED TO THE PORTSMOUTH <br />DELEGATION AND THE MEMBERS OF THE VIRGINIA GENERAL ASSEMBLY. <br /> <br /> WHEREAS, the Virginia General Assembly deals with a broad range of issues <br />that affect local governments both directly and indirectly; and <br /> <br /> WHEREAS, the City of Portsmouth has certain concerns which deal with both <br />local governments and Portsmouth specifically; <br /> <br /> WHEREAS, these concerns and issues need to be made known to Portsmouth's <br />General Assembly Delegation so that they may be transmitted for consideration by the <br />Legislature. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of <br />Portsmouth endorses the attached legislative proposals for the 2001 General Assembly <br />Session and directs that both this resolution and the legislative proposals be forwarded <br />to the Portsmouth General Assembly Delegation." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />00 - 291 - Adoption of a resolution to approve the issuance of revenue bonds by the <br />Economic Development Authority of Henrico County, Virginia, to pay costs of the <br />acquisition, construction, equipping and installation of certain capital improvements and <br />additions for, among others, Maryview Medical Center, 3636 High Street, Portsmouth, <br />Virginia. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution to approve the issuance of revenue bonds by the Economic <br />Development Authority of Henrico County, Virginia, to pay costs of the acquisition, <br />construction, equipping and installation of certain capital improvements and additions <br />for, among others, Maryview Medical Center, 3636 High Street, Portsmouth, Virginia. <br /> <br />Purpose and Need: <br /> <br />· The financing will benefit the Commonwealth of Virginia and its inhabitants by <br />providing modern and efficient medical services and lowering the cost of the provision of <br />such services. <br /> <br />Financial Impact: <br /> <br />· Neither the City nor the Industrial Development Authority of the City of Portsmouth, <br />Virginia makes any financial commitment or is in any way legally obligated to the <br />repayment of the bonds. The bonds will not be considered against or included in the <br />City's debt capacity. A Fiscal Impact Statement is attached which outlines the fiscal <br />benefits to the City. <br /> <br />1.
