<br />June 24.2008 <br /> <br />WHEREAS, Bon Secours and Maryview consistently have been outstanding <br />corporate citizens of Portsmouth, supporting the Portsmouth Partnership, the Virginia <br />Children's Museum, the Virginia Sports Hall of Fame and many other activities; and <br /> <br />WHEREAS, the Bon Secours Hampton Roads Health System has proposed an <br />acute care hospital to be developed adjacent to its current outpatient campus in <br />Northern Suffolk; and <br /> <br />WHEREAS, the City of Suffolk population grew by 27.5% between April 2000 - <br />July 2007, the second fastest growth rate of all cities in the Commonwealth of Virginia, <br />and more than 2.5 times the rate of growth of the entire seven-city Hampton Roads <br />region, and is projected to continue growing at a similar pace over the next two <br />decades; and <br /> <br />WHEREAS, much of that growth will be concentrated in the Northern Suffolk <br />corridor; and <br /> <br />WHEREAS, it is inevitable that a hospital will be constructed in Northern Suffolk <br />now or in the future; and <br /> <br />WHEREAS, it is in the best interests of the City of Portsmouth that Bon Secours <br />construct that hospital; and <br /> <br />WHEREAS, Maryview will remain the hub and the flagship hospital of the Bon <br />Secours Hampton Roads Health System; and <br /> <br />WHEREAS, the Bon Secours proposal will ensure that residents of Portsmouth <br />and Western Hampton Roads -now and in the future- will have access to quality <br />inpatient and outpatient care in Portsmouth and Suffolk; and <br /> <br />WHEREAS, the Bon Secours acute care hospital will also ensure healthy <br />competition, by providing a choice of inpatient health care providers in Suffolk; and <br /> <br />WHEREAS, this project and its strengthening of Maryview will be of great benefit <br />to our community; <br /> <br />NOW, THEREFORE BE IT RESOLVED, by the Portsmouth City Council, that the <br />City Council, on behalf of the residents of Portsmouth, lends its full support to the acute <br />care hospital project proposed by Bon Secours for the Harbour View community, and <br />strongly urges the State Health Commissioner's office to grant the Certificate of Public <br />Need requested by Bon Secours." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, Randall <br />Nays: None <br /> <br />08 - 292 - Adoption of a resolution of the Council of the City of Portsmouth, Virginia <br />approving the proposed location of the Route 58-Martin Luther King (MLK) Freeway <br />Extension Project 0058-965-107, P101 (UPC 77245) in the City of Portsmouth. Vision <br />Principle: Thriving Neighborhood and a Sense of Community. <br /> <br />Background <br />. Preliminary design of the proposed extension of the Martin Luther King Freeway <br />has been sufficiently completed by the Virginia Department of Transportation (VDOT) to <br />establish a location of the required elements of the project. <br />
