<br />June 24.2008 <br /> <br />Discussion: <br />. The recommended design alternative was presented for public comment by <br />VDOT at a Public Hearing held at I.C. Norcom High School on May 14, 2008. <br />. Written and orally registered comments from the public were generally favorable. <br />. The only element of the proposed project subject to the approval of City Council <br />at this time is specifically the project location. <br /> <br />Financial Impact: <br />. The City is not responsible for funding of portions of the actual project. This <br />project has no direct impact on the city's budget. <br /> <br />Staff Recommends: <br />Adoption of resolution. Vision Principle: Thriving Neighborhood and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. Submission of the resolution will be followed by a request for approval by the <br />Commonwealth Transportation Board of Virginia and then approval by the Federal <br />Highway Administration. <br /> <br />1. Roosevelt Harmon, 3409 Trexler Avenue, spoke in opposition to this item. <br /> <br />Motion by Mr. D. Smith, and seconded by Mr. Moody, to defer consideration of <br />item 08-292 to the meeting of July 22, 2008, and was adopted by the following vote: <br /> <br />2. Smith, Randall <br />Nays: None <br /> <br />08 - 293 - Adoption of a resolution approving the Community Planning and <br />Development 2009 Action Plan of the City of Portsmouth, Virginia, and authorizing the <br />City Manager to file documents required to obtain the City's Community Planning and <br />Development Grant entitlements. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Background: <br />. This action will authorize the City Manager to make application to the U. S. <br />Department of Housing and Urban Development (HUD) for Community Planning and <br />Development funds and to continue our high priority activities to improve neighborhood <br />quality in Portsmouth. <br /> <br />Discussion: <br />. The 2009 Action Plan reflects the initiatives proposed for funding through the <br />Community Development Block Grant (CDBG) and the Home Investment Partnerships <br />(HOME) programs for the fifth year of the five-year period covered by the 2005-2009 <br />Consolidated Plan for Housing and Community Development, which was adopted in <br />2005. <br /> <br />Financial Impact: <br />. By adopting this resolution, City Council will be authorizing the City to allocate its <br />2009 CDBG and HOME entitlement grant funding and other resources to this year's <br />selected recipients, in the amounts of $2,115,144, and $1,055,867, respectively. This <br />funding is used to assist with opportunities to develop viable communities by providing <br />decent housing and suitable living environments, and by expanding economic <br />opportunities, principally for low- and moderate-income persons in the City of <br />Portsmouth. <br />
