The City Manager has ultimate responsibility and authority for the implementation <br />of the Capital Improvement Program. The Chief Financial Officer has day-to-day <br />responsibility for ensuring the CIP is spent as appropriated by City Council. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $21,680,729 IN THE FY 2008-2009 CAPITAL <br />IMPROVEMENT FUND AND $ 19,280,000 IN THE FY 2008-2009 PUBLIC UTILITIES <br />CAPITAL IMPROVEMENT FUND." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith <br />Nays: R. Smith, Holley <br /> <br />- New Business - <br /> <br />08 - 234 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />08 - 235 - Items Submitted by Council Members <br /> <br />'" Ms. Psimas called on the Manager to give an update to the public regarding the <br />Sound Wall Legislation in Congress. <br /> <br />. City Manager Chandler informed citizens that the federal legislation to achieve <br />money for the sound wall has passed both Houses of Congress and is on its way to <br />the President for signature. <br /> <br />'" Mr. Moody informed citizens that $340,000 will be appropriated for the Cradock <br />revitalization effort and also when Council discusses reprogramming of funds in the <br />coming weeks Cradock will get further consideration along with other needs in the <br />City. <br /> <br />'" Mr. D. Smith reminded citizens that the City Council is aware of the issues in the <br />community that may not have been included in this budget, and that direction has <br />been given to Management Staff to further study these issues and honor these <br />commitments. He also wanted citizens to know that the City Council will continue to <br />honor their commitment to Public Safety. <br /> <br />'" Vice Mayor Randall reminded citizens of the Community Meeting, 7:00 p.m., <br />Monday, May 19, 2008 at I. C. Norcom High School. <br />
