<br />o Mayor Holley called for a recess so that the City Council could discuss
<br />options for the operating budget.
<br />
<br />Motion by Mr. Heretick, and seconded by Mr. R. Smith, to reconsider the vote of
<br />Item 08-232 (B) based upon the operating budget as proposed, subject to the following
<br />condition announced by the City Manager, and was adopted by the following vote:
<br />
<br />. City Manager Chandler advised citizens that the City Council will consider approval
<br />of the operating budget to include a $7.1 million budget reduction to be achieved
<br />through attrition, maintaining a hiring freeze, and application of efficiency study
<br />results. In this regard, the City Council shall consider use of the undesignated
<br />unreserved fund balance when and if necessary to address any short fall resulting
<br />from this process.

<br />Motion by Ms. Psimas, and seconded by Ms. Randall, to adopt the following
<br />ordinance with the aforementioned condition presented by the City Manager, and was
<br />adopted by the following vote:

<br />"ORDINANCE TO APPROPRIATE $562,218,266 FOR THE OPERATION OF CITY
<br />GOVERNMENT DURING THE FISCAL YEAR BEGINNING JULY 1, 2008."

<br />
<br />1. Martha Ann Creecy, 317 Dinwiddie Street, wanted to commend City Council for
<br />providing pay raises for Public Safety and asked that a pay plan be implemented for
<br />Public Safety in the future.
<br />
<br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following
<br />ordinance, and was adopted by the following vote:

<br />08-232 (C):

<br />"ORDINANCE ADOPTING THE FY 2008-2009 CLASSIFICATION AND PAY PLAN
<br />FOR EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA."

<br />"ORDINANCE TO AMEND CHAPTER 16 AND APPENDIX A OF THE CODE OF THE
<br />CITY OF PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTIONS 16-64 AND
<br />16-66 AND APPENDIX A THEREOF PERTAINING TO RATES FOR COLLECTION
<br />AND DISPOSAL OF TRASH AND REFUSE."
