<br />May 13. 2008 <br /> <br />Motion by Ms. Psimas, and seconded by Mr. D. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />08-232 (A): <br /> <br />"ORDINANCE TO AMEND AND RE-ENACT ORDINANCE NO. 2007-53 IMPOSING <br />AND LEVYING TAXES FOR EACH FISCAL YEAR BEGINNING JULY 1ST AND <br />ENDING JUNE 30TH, ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, <br />PRIVATELY-OWNED PLEASURE BOATS, PRIVATELY-OWNED CAMPING <br />TRAILERS AND MOTOR HOMES, AND MACHINERY AND TOOLS WITHIN THE <br />CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING REVENUE <br />FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC FREE <br />SCHOOLS AND TO PAY PRINCIPAL AND INTEREST ON THE PUBLIC DEBT." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: R. Smith <br /> <br />1. Teddy Lamb, 301 Allen Road, voiced his concern with what he believes is the <br />closing of the Cradock Library. <br /> <br />2. Jean Shackelford, 2437 Sterling Point Road, spoke in opposition to the lack of <br />increased funding for the school system. <br /> <br />3. Robert Turner, 4313 Templar Drive, voiced his concern with the increase in taxes in <br />the City. <br /> <br />4. Laura Somers, 5 Irwin Street, spoke in opposition to the lack of funding provided for <br />the Cradock revitalization efforts. <br /> <br />5. Karen Barba, 14 Connor Place, spoke in opposition to the lack of funding provided <br />for the Cradock revitalization efforts. <br /> <br />6. Garland Hale, 117 Shore Drive, reported that he received a response from Chief <br />Financial Officer Betty Burrell regarding a listing of projects and the financial <br />commitments the City has made to these projects. <br /> <br />7. Linda Ridenour, 313 Tareyton Lane, spoke in opposition to the lack of increased <br />funding for the school system. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to address the operating <br />budget at the next meeting to include the reprogramming of funds. <br /> <br />o Mayor Holley called for a recess so that the City Council could discuss <br />options for the operating budget. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to withdraw the previous <br />motion to address the operating budget at the next meeting to include reprogramming of <br />funds, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />Motion by Mr. D. Smith, and seconded by Ms. Psimas, to adopt Item 08-232 (B), <br />and was denied by the following vote: <br /> <br />Ayes: Moody, Psimas, D. Smith <br />Nays: Heretick, Randall, R.
