Terry Danaher, 413 Dinwiddie Street, wanted to clarify statements that were made at <br />a Public Work Session and asked that City Council allow the Todi Commissioners to <br />do their job as commissioners. <br /> <br />8. Leon Pajak, 3400 Channel Avenue, gave a historical account of how Federal reforms <br />have affected budgets for localities. <br /> <br />9. Clifford Kalmbach, 3702 Magnolia Drive, spoke in opposition to the operating budget. <br /> <br />10. Martha Ann Creecy, 317 Dinwiddie Street, asked that City Council devise a pay plan <br />for Public Safety employees. <br /> <br />11. Sherri Bailey, 917 Mount Vernon Avenue, asked that City Council provide funding <br />for the annual Juneteenth Festival. <br /> <br />12. Earl Lewis, Jr., 815 Uiston Lane, asked that City Council provide funding for the <br />annual Juneteenth Festival. <br /> <br />13. Sheriff Bill Watson, 701 Crawford Street, spoke in opposition to the proposed rate <br />change in the boat tax. <br /> <br />14. Chris Riley, 201 Riverside Drive, explained the reasons for a pay plan for Fire and <br />Police. <br /> <br />15. Stephen Carroll, 3112 Riveredge Drive, spoke in opposition to the proposed <br />operating budget. <br /> <br />08 - 187 - Public hearing on use permit applications: <br /> <br />(a) UP-08-05 <br /> <br />MIDTOWN NEIGHBORHOOD - Gwendolyn McCoy requests a use <br />permit for an adult daycare facility at 2914 High Street. Vision <br />Principle: A Robust and Prospering Economy. <br /> <br />1. Reggie Allen, 1421 Wilcox Avenue, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that UP-08-05 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />(b) UP-08-06 <br /> <br />CASTLE HEIGHTS NEIGHBORHOOD Integrated Living <br />Communities of Portsmouth, LLC requests a use permit to expand <br />their existing assisted living facility at 4916 West Norfolk Road and <br />3911 Cedar Lane onto a portion of 4908 West Norfolk Road. Vision <br />Principle: A Robust and Prospering Economy. <br /> <br />There were no speakers. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. D. Smith, to concur with the <br />recommendation of the Planning Commission that UP-08-06 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br />
