Ron Evans, 14 Chippewa Trail, spoke in opposition to the proposed rate change in <br />the boat tax. <br /> <br />(0) Public hearing to consider proposed rate changes on certain <br />planning fees to take effect July 1, 2008. <br /> <br />There were no speakers. <br /> <br />(E) Public hearing on the recommended 2009-2013 Capital <br />Improvement Plan. <br /> <br />1. Luke McCoy, 3408 Canterbury Drive, asked that City Council include the Children's <br />Museum and the Behavioral Healthcare Services building in the CIP budget. <br /> <br />2. Chris Anuswith, 39 County Street, asked that City Council include the Children's <br />Museum in the CIP budget. <br /> <br />3. Mark Geduldig-Yatrofsky, 363 Middle Street, suggested that City Council delay the <br />construction of a new Holiday Inn and use those funds to expand the Children's <br />Museum. <br /> <br />4. Ken Woolard, 426 B. Washington Street, asked that City Council include the <br />Children's Museum in the CIP budget. <br /> <br />5. Anne Turner, 100 East Road, spoke in support of restoring funds to the Children's <br />Museum. <br /> <br />6. Sharon Anderson, 6005 Dunkirk Street, asked that City Council include the Ebony <br />Heights neighborhood in the CIP budget. <br /> <br />7. Phil Rudisill, 1701 Larkwood Corner, spoke in support of restoring funds to the <br />Children's Museum. <br /> <br />8. Sherri Bailey, 917 Mount Vernon Avenue, asked that City Council not delay school <br />construction projects. <br /> <br />9. Ronnie Davis, 3820 High Street, asked for funding to build a new Police Department. <br /> <br />10. Earl Lewis, Jr., 815 Liston Lane, spoke in support of restoring funds to the <br />Children's Museum. <br /> <br />(F) Public hearing on the City's Operating Budget for Fiscal Year <br />ending June 30, 2009. <br /> <br />1. Rondalyn Mills, 510 McLean Street, spoke in opposition to the current retirement <br />plan for Portsmouth Supplemental Retirement System (PSRS) retirees and pay for <br />general employees. <br /> <br />2. Dr. Elizabeth Daniels, 1502 Belafonte Drive, spoke in opposition to the proposed <br />operating budget with regards to schools. <br /> <br />3. James Hewitt, 407 Sussex Drive, spoke in opposition to the proposed operating <br />budget with regards to schools <br /> <br />4. Jean Shackleford, 2437 Sterling Point Road, spoke in opposition to the proposed <br />operating budget with regards to schools. <br /> <br />5. Luke McCoy, 3408 Canterbury Drive, spoke in opposition to the Social Security <br />offset for the PSRS retirees. <br />
