<br />April 8. 2008 <br /> <br />- City Manager's Report - <br /> <br />08 - 188 - Adoption of an ordinance accepting a grant in the amount of $1,000 from the <br />Virginia Department of Mental Health, Mental Retardation and Substance Abuse <br />Services appropriating said sum in the FY 2007-2008 Behavioral Healthcare Services <br />Fund Operating Budget to help fund services for City residents found "Not Guilty by <br />Reason of Insanity". Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. The Virginia Department of Mental Health, Mental Retardation and Substance <br />Abuse Services (DMHMRSAS) provides funds on an annual basis to all Community <br />Services Boards including BHS to serve persons found Not Guilty by Reason of Insanity <br />(NGRI) who have been discharged into the community from a state institution. <br /> <br />Discussion: <br />. The Discharge Assistance funds are utilized for the ongoing management of <br />acquittees in the community to ensure compliance with treatment and court ordered <br />activities. <br /> <br />Financial Impact: <br />. No local match funding is required. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. If the funds are appropriated, the Director of DBHS will ensure the funds are <br />utilized to provide services to NGRI acquittees. <br /> <br />Motion by Mr. Moody, and seconded by Mr. D. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $1,000 FROM THE <br />VIRGINIA DEPARTMENT OF MENTAL HEALTH, MENTAL RETARDATION, AND <br />SUBSTANCE ABUSE SERVICES AND APPROPRIATING SAID SUM IN THE FY <br />2007-2008 BEHAVIORAL HEAL THCARE SERVICES FUND OPERATING BUDGET <br />TO HELP FUND SERVICES FOR CITY RESIDENTS FOUND NOT GUILTY BY <br />REASON OF INSANITY." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />08 - 189 - Adoption of an ordinance establishing a personal property tax relief <br />percentage of 52% for calendar year 2008 personal property tax bills. Vision Principle: <br />A Robust and Prospering Economy. <br /> <br />Background: <br />. The City IS required to annually establish the personal property tax relief <br />percentage. <br /> <br />Discussion: <br />. Based on the personal property tax trends in the City of Portsmouth, it was <br />agreed upon by the Treasurer, CFO, IT and the Commissioner of the Revenue that 52% <br />should be the percentage of relief applied toward 2008 personal property taxes. <br /> <br />Financial Impact: <br />. The estimated amount of PPTRA relief for calendar year 2008 is estimated to be <br />$10,290,081.97, which includes favorable carryover from 2006 and 2007. <br />
