<br />April 8. 2008 <br /> <br />Discussion: <br />. The Supreme Court of Virginia ruled that the taxes and fees are unconstitutional. <br />That decision leaves the region with no source of funding for important regional <br />transportation needs. The resolution calls on the General Assembly and Governor to <br />provide a state source of funding for those needs. <br /> <br />Financial Impact: <br />. The resolution itself will have no material financial impact. <br /> <br />Staff Recommends: There is no staff recommendation. This matter is a policy issue <br />to be determined by City Council in its sole discretion. <br /> <br />Next Steps Following Council Action: <br />. If the resolution is adopted, City staff will forward copies of it to the Governor, to <br />appropriate members of the General Assembly, and to the other cities and counties that <br />are members of HRTA. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to defer consideration of <br />item 08-193 to the meeting of April 22, 2008, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />08 - 194 - Adoption of a resolution adopting an automobile use policy for Portsmouth <br />City Council. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. The resolution would adopt an official policy for the use of City vehicles by <br />members of City Council. <br /> <br />Discussion: <br />. None <br /> <br />Financial Impact: <br />. Smith, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION ADOPTING AN AUTOMOBILE USE POLICY FOR PORTSMOUTH <br />CITY COUNCIL. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />attached "Automobile Use Policy and Procedures" is hereby adopted. <br /> <br />BE IT FURTHER RESOLVED that this resolution shall take effect on the date of <br />its adoption." <br />
