<br />April 8. 2008 <br /> <br />BE IT FURTHER RESOLVED that the Portsmouth City Council hereby requests <br />and urges the Hampton Roads Metropolitan Planning Organization, as part of its 2034 <br />Long Range Plan, to require a dedicated mass transit corridor in the new Midtown <br />Tunnel, with the ability to provide for improvements such as a reversible HOV lane or a <br />signal controlled exclusive bus lane in the opening configuration and the ability to <br />accommodate a Light Rail line in the future which will allow the expansion of the <br />Regional Light Rail system to localities west of the Elizabeth River." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />08 - 192 - Adoption of an ordinance amending Chapter 2 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Section 2-114 thereof, pertaining to political <br />activities of City employees. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. The Portsmouth City Code requires that a city employee who assumes local <br />elective office may not continue as a city employee. <br /> <br />Discussion: <br />. The ordinance would make an exception for the Portsmouth School Board, so <br />that a city employee who becomes a member of the School Board would not forfeit his <br />or her employment with the city. <br /> <br />Financial Impact: <br />. No material financial impact is anticipated. <br /> <br />Staff Recommends: There is no staff recommendation. This matter is a policy issue <br />to be determined by City Council in its sole discretion. <br /> <br />Next Steps Following Council Action: <br />. The City Clerk will forward the ordinance to the publisher of the Portsmouth City <br />Code, to be included in a Supplement to the City Code. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. D. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE AMENDING CHAPTER 2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 2-114(f) THEREOF, <br />PERTAINING TO POLITICAL ACTIVITIES OF CITY EMPLOYEES." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, Holley <br />Nays: None <br />Abstain: Randall (Campaign manager of candidate) <br /> <br />08 - 193 - Adoption of a resolution calling on the Virginia House of Delegates, the <br />Senate of Virginia, and the Governor of Virginia to meet their obligation to the <br />Commonwealth of Virginia and its citizens to provide funding for an adequate state <br />highway system. Vision Principle: Thriving Neighborhoods and a Sense of Community; <br />Bold New Directions; a Robust and Prospering Economy. <br /> <br />Background: <br />. The 2007 Session of the General Assembly adopted a plan to provide funding for <br />regional transportation needs. The plan created a regional transportation authority, the <br />Hampton Roads Transportation Authority (HRTA), which was given the power to impose <br />various taxes and fees in the Hampton Roads region. <br />
