Overton, Jr., 82 Eri~ssom Street, representing the St. Juliens Citizens Committee, requested Council take official action on the Virginia Beverage Container Re-cycling Act. - UNFINISHED BUSINESS - 91-419 - Rezoning and Use Permit applications: (a) Z-91-11 Rezoning ordinance for property located at 1500 London Boulevard, from Downtown D-2-I Industrial to Downtown D-2-M Mixed. Motion of Mr. Clemons and seconded by Mr. King, to defer the item to the Regular Council meeting of January 28, 1992, and was adopted by unanimous vote. (b) UP-91-21 Resolution granting a Use Permit application to Portsmouth Community Services Board, by Executive Director David MJNorman, for a residential care facility for drug rehabi.litation at 1500 London Boulevard. Motion of Mr. Epperson and seconded by Mr. Clemons, to defer the item to the Regular Council meeting of January 28, 1992, and was adopted by unanimous vote. 91-432 Ordinance to appropriate $860,000 from the Capital Improvement Plan to fund~asbestos removal and demolition of the old Churchland High School site, deferred from the Regular Meeting of December 10, 1991. Motion of Mr. Hawks and seconded by Mr. King, the following ordinance was adopted on final reading, and by the following vote: "AN ORDINANCE TO APPROPRIATE $860,000.00 FROM THE CAPITAL IMPROVEMENTS FUND FOR THE REMOVAL OF ASBESTOS AND DEMOLITION OF THE OLD CHURCHLAND HIGH SCHOOL." Ayes: Clemons, Corprew, Epperson, King, Hawks, Williams, Webb Nays: None - CITY MANAGER'S REPORT - 92-17 - Letter from the City Manages recommending adoption of an ordinance to appropriate $240,325 from the Mental Health Services Fund for the upgrading of the Community Services Board's computer system and to assist in the relocation of the Green Street Substance Abuse Program.
