21I January 14, 1992 "I have been informed by the Executive Director of the Community Services Board that they have received approval of following additional allocations: the 1. COMPUTER SYSTEM ENHANCEMENTS The State has reappropriated $90,325 in unexpended State balances from FY 91 to assist the Board in upgrading its computer system to provide more storage space for data, a faster response ti~e to users~ and to bring additional program_sites on line. 2. GREEN STREET PROGRAM RELOCATION The State has.reappropriated $150,000 in unexpended State balances to assist the Board in relocating the Green Street Substance Abuse Program. These funds will be used to pay for improvements at the new location in order to lower the annual lease costs. It is possible that additional State funds will be made available to the Board for this purpose. This is a one time allocation and no local match is required. I am pleased that we are receiving these additional funds and recommend the appropriation of $240,325 from the Mental Health Services Fund on first reading." Motion of Mr. King and seconded by Mr. Williams, the following ordinance was adopted on first and final reading, and by the following vote: "AN ORDINANCE TO APPROPRIATE $240,325.00 FROM THE MENTAL HEALTH SERVICES FUND TO UPGRADE THE PORTSMOUTH COMMUNITY SERVICES BOARD COMPUTER SYSTEM AND TO ASSIST WITH THE RELOCATION OF THE "GREEN STREET PROGRAM." Ayes: Clemons, Corprew, Epperson, King, Hawks, Williams, Webb Nays: None 92-18 Letter from the City Manager recommending adoption of an ordinance to close Grace Street. "Portsmouth Redevelopment and Housing Authority has made application to close Grace Street. The viewers previously appointed by Council have recommended approval of the application. The Planning Commission concurs in this recommendation. The applicant, at their own expensef must relocate all existing utilities in the City's standards and specifications. I, therefore, recommend adoption of the ordinance closing Grace Street as requested by the applicant." Motion of Mr. Williams and seconded by Mr. Hawks, the following ordinance was adopted on first and final reading, the following vote: and by "AN ORDINANCE CLOSING GRACE STREET." Ayes: Clemons, Corprew, Epperson, King, Hawks, Williams~ Webb Nays: None 92-19 - Letter from the City Manager recommending adoption of an ordinance to amend the City Code of Portsmouth, Virginia, by amending Sections 38-166 through 38-187 pertaining to backflow and cross connection regulations.
