21I <br /> <br />January 14, 1992 <br /> <br /> "I have been informed by the Executive Director of the <br />Community Services Board that they have received approval of <br />following additional allocations: <br /> <br />the <br /> <br />1. COMPUTER SYSTEM ENHANCEMENTS <br /> <br /> The State has reappropriated $90,325 in unexpended State <br />balances from FY 91 to assist the Board in upgrading its computer <br />system to provide more storage space for data, a faster response <br />ti~e to users~ and to bring additional program_sites on line. <br /> <br />2. GREEN STREET PROGRAM RELOCATION <br /> <br /> The State has.reappropriated $150,000 in unexpended State <br />balances to assist the Board in relocating the Green Street <br />Substance Abuse Program. These funds will be used to pay for <br />improvements at the new location in order to lower the annual <br />lease costs. It is possible that additional State funds will be <br />made available to the Board for this purpose. <br /> <br /> This is a one time allocation and no local match is required. <br />I am pleased that we are receiving these additional funds and <br />recommend the appropriation of $240,325 from the Mental Health <br />Services Fund on first reading." <br /> <br /> Motion of Mr. King and seconded by Mr. Williams, the <br />following ordinance was adopted on first and final reading, <br />and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $240,325.00 FROM THE MENTAL <br />HEALTH SERVICES FUND TO UPGRADE THE PORTSMOUTH COMMUNITY <br />SERVICES BOARD COMPUTER SYSTEM AND TO ASSIST WITH THE <br />RELOCATION OF THE "GREEN STREET PROGRAM." <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Hawks, Williams, Webb <br />Nays: None <br /> <br /> 92-18 Letter from the City Manager recommending adoption of <br />an ordinance to close Grace Street. <br /> <br /> "Portsmouth Redevelopment and Housing Authority has made <br />application to close Grace Street. The viewers previously <br />appointed by Council have recommended approval of the application. <br />The Planning Commission concurs in this recommendation. <br /> <br /> The applicant, at their own expensef must relocate all <br />existing utilities in the City's standards and specifications. <br /> <br /> I, therefore, recommend adoption of the ordinance closing <br />Grace Street as requested by the applicant." <br /> <br /> Motion of Mr. Williams and seconded by Mr. Hawks, the <br />following ordinance was adopted on first and final reading, <br />the following vote: <br /> <br />and by <br /> <br />"AN ORDINANCE CLOSING GRACE STREET." <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Hawks, Williams~ Webb <br />Nays: None <br /> <br /> 92-19 - Letter from the City Manager recommending adoption of <br />an ordinance to amend the City Code of Portsmouth, Virginia, by <br />amending Sections 38-166 through 38-187 pertaining to backflow and <br />cross connection regulations. <br /> <br /> <br />
