~anuary 14, 1992 <br /> <br /> WHEREAS, in November of 1990, Mr. Epperson assisted in <br />making available a three bedroom house in Fairwood Homes, rent <br />and utility free and hel'p~d eBtablish the "D.A.R~.E. (D~ug Abuse <br />Resistance Education)~House'' aS a community-based auxiliary <br />office for the Portsmouth Sheriff's Office; an~~ <br /> <br /> WHEREAS, as a result of Mr. Epperson's concern and <br />involvement D.A.R.E. instructors~.~re~ able to provide drug <br />education and alcohol abuse prevention information to the <br />residents of Fairwood Homes and the community; and <br /> <br /> WHEREAS, Mr. Epperson's efforts have contributed to the <br />improvement of the image of the Fairwood Homes community and <br />the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the Council does hereby express <br />its appreciation and pride in the achievements of Mr. James H. <br />Epperson, III. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be <br />spread upon the minutes of this'Council and that a copy be <br />presented to Mr. Epperson in recognition of his achievements." <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Hawks, williams, Webb <br />Nays: None <br /> <br /> 92-11 - Resolution commending the achievements of Anthony <br />J. "Tony" Scarangella. <br /> <br /> Motion of Mr. King and seconded by Mr. Williams, the <br />following resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION COMMENDING THE ACHIEVEMENTS OF <br />ANTHONY J. "TONY" SCARANGELLA. <br /> <br /> WHEREASr Anthony J. "Tony" Scarangella is a <br />Chief Fire Control Technician and is a member of <br />5, Fleet Reserve Association; and <br /> <br />retired Navy <br />Norfolk Branch <br /> <br /> WHEREAS, the Fleet Reserve Association is active in <br />community affairs particularly as they relate to young people; <br />and <br /> <br /> WHEREAS, as a member of the Fleet Reserve Association, <br />"Tony" has recognized the problems facing today's youth, <br />especially those in the Tidewater area; and <br /> <br /> WHEREAS, Tony Scarangella has made a commitment to <br />influence the lives of youths in the Tidewater area in a <br />positive manner; and <br /> <br /> WHEREAS, his many accomplishments in shaping the future <br />and attitudes of our youth include his work with the Portsmouth <br />Police Department as "McGruff", getting children to "Say No to <br />Drugs" and promoting the "Taking a Bite Out of Crime" message <br />and for his work with Portsmouth's Neighborhood Watch <br />Activities; and <br /> <br /> WHEREAS, Tony Scarangella was voted as the best in the <br />Fleet Reserve Association's East Coast Region for his work with <br />youngsters and was presented the East Coast Region Shipmate of <br />the Year Award for Youth Activities in August 1991; and <br /> <br /> <br />
