207 <br /> <br />January 14, 1992 <br /> <br /> Motion of Mr. Williams and seconded by Mr. Clemons, the <br />following resolution was adopted, and by the following vote: <br /> <br />"A ~RESOLUTION HONORING THE PORTSMOUTH COmMUNItY SERVICES <br />BOARD, A RECIPIENT OF THE 1991 GOVERNOR'S AWARD FOR <br />ANTI-DRUG EF'FORTS. <br /> <br /> WHEREAS, the Port~mouth Community <br />recipient of the 1991 Governor's Award <br />the category of prevention; and <br /> <br />Services Board is a <br />for Anti-Drug Efforts in <br /> <br /> WHEREASr this Board's accomplishments have distinguished it <br />as one who has successfully addressed the concerns and needs of <br />our community; and <br /> <br /> WHEREAS, the Board, to provide a more intensive and <br />comprehensive drug prevention program for high-risk youth <br />developed the P.R.I.D.E. (Prevention through Recreation, <br />Individual Instruction, and Drug Education) Program; and <br /> <br /> WHEREAS, the P.R.I.D.E. Program has grown from an original <br />chapter with nine members to four chapters with one hundred <br />members centered in public housing in communities, and <br />approximately ninety percent of the charter P.R.I.D.E. graduates <br />have developed careers and/or enrolled in higher education <br />courses; and <br /> <br /> WHEREAS, the Community Service Board's efforts have <br />contributed to the prevention of drug use in our public housing <br />communities and the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the Council does hereby express its <br />appreciation and pride in the achievements of the Portsmouth <br />Community Services Board and all of those who participate in the <br />P.R.I.D.E. Epperson, III is a recipient of the <br />Governor's Award for Anti-Drug Efforts in the category of <br />prevention; and <br /> <br />1991 <br /> <br /> WHEREAS, Mr. Epperson's accomplishments have distinguished <br />him as a citizen who has successfully addressed the concerns and <br />needs of his community; and <br /> <br /> <br />
