<br />March 11. 2008 <br /> <br />WHEREAS, auxiliary police officers are trained volunteers who serve without pay <br />to supplement the activities of the City's paid police department; and <br /> <br />WHEREAS, their voluntary service is a valuable resource for the City and its <br />citizens; and <br /> <br />WHEREAS, auxiliary police officers perform their law enforcement duties <br />faithfully for 20 or more years with limited recognition of their dedication; and <br /> <br />WHEREAS, an auxiliary police officer's service handgun is a symbol and a <br />reminder to the officer of the seriousness of the officer's responsibilities and the hazards <br />encountered on a daily basis; and <br /> <br />WHEREAS, Section 59.1-148.3H of the Code of Virginia permits an auxiliary <br />police officer with more than 20 years of service to purchase his or her department- <br />issued handgun from the local police department, upon written authorization of the local <br />governing body. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that, in recognition and gratitude for the selfless and invaluable services <br />rendered by auxiliary police officers to the citizens of Portsmouth, the Portsmouth Police <br />Department is hereby authorized to sell to any auxiliary police officer with more than 20 <br />years of service that officer's department-issued service handgun at a price of $1.00." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />08 - 135 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />08 - 136 - Items Submitted by Council Members <br /> <br />'" Mr. R. Smith asked for an update on the funds for the Behavioral Healthcare <br />Services building. <br /> <br />. Ms. Betty Burrell, Chief Financial Officer, informed Council that the money for the <br />Behavioral Healthcare Services building was being held by US Bank and is still <br />available. <br /> <br />'" Mr. Moody asked that there be an independent external audit of City funds and <br />received support from the Mayor. <br /> <br />'" Mr. R. Smith also supported an independent external audit and asked that staff <br />provide a more frequent update on budget / revenue expenses. <br /> <br />'" Mr. Moody asked that any decisions to reprogram funds be made by City Council <br />which would also allow for public comment. <br /> <br />'" Mr. Moody congratulated the Virginia State Supreme Court for striking down the <br />taxing ability of the Hampton Roads Transportation Authority (HRTA) and informed <br />the members of Council that he would be making a motion at the next Council <br />meeting to rescind the previous vote supporting the HRTA. <br /> <br />'" Mr. R. Smith read a press release regarding the Southeastern Public Service <br />Authority's Recertification. <br />
