The Director of DBHS will ensure that funds are properly dispersed and are used <br />to fund up to $750 of the cost to obtain a guardian for each individual. <br /> <br />Motion by Mr. R. Smith, and seconded by Mr. D. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $1,500 FROM THE VIRGINIA DEPARTMENT OF <br />MENTAL HEALTH, MENTAL RETARDATION, AND SUBSTANCE ABUSE <br />SERVICES AND APPROPRIATING SAID SUM IN THE FY 2007-2008 BEHAVIORAL <br />HEAL THCARE SERVICES FUND OPERATING BUDGET TO FUND A PORTION OF <br />THE GUARDIAN COSTS FOR TWO MENTALLY RETARDED INDIVIDUALS." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />08 - 134 - Adoption of a resolution authorizing the Portsmouth Police Department to <br />allow any auxiliary police officer with more than 20 years of service to purchase the <br />officer's service handgun. Vision Principle: Bold New Directions; and Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Virginia State Code 59.1-148.3 authorizes any sheriff or local Police Department <br />to allow auxiliary law-enforcement officers with more than 20 years service to purchase <br />their agency-issued handgun at a price equal to or less than fair market value. This <br />portion of the code requires written authorization or approval from the local governing <br />body. <br />. This practice is currently in place for full-time sworn police officers, as authorized <br />by State Code. In acknowledgement of their 20 years of dedicated voluntary service, <br />these officers should be allowed to purchase their weapon for the fee of $1.00. <br /> <br />Discussion: <br />. Adoption of this resolution will allow the Police Department to reward auxiliary <br />officers with a very sentimental token for their 20-plus years of voluntary service in law <br />enforcement. This transaction will take place only upon the auxiliary officer's honorable <br />separation from the department. <br /> <br />Financial Impact: <br />. The Police Department will absorb the cost of replacement handguns at a cost of <br />$500 each. Upon adoption of this resolution, four (4) auxiliary officers will be provided <br />their weapon, with an immediate impact of $2,000. Within the next 5 years, only three <br />(3) additional auxiliary officers will become eligible resulting in a cost of $1 ,500. <br /> <br />Staff Recommends: <br />Adoption of proposed resolution. The Chief of Police or his designee will include auxiliary officers with more than <br />20 years service in the handgun buyback program. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. R. Smith, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE PORTSMOUTH POLICE DEPARTMENT TO <br />ALLOW AN AUXILIARY POLICE OFFICER WITH MORE THAN 20 YEARS OF <br />SERVICE TO PURCHASE HIS OR HER SERVICE HANDGUN. <br />
