<br />March 11. 2008 <br /> <br />Background: <br />. The Clerk of Circuit Court assesses a fee of $5.00 upon all civil actions, upon <br />each instrument to be recorded in the deed books, and upon each judgment to be <br />docketed in the judgment lien docket book. These funds are to be utilized for <br />implementing automation plans to modernize land records and to provide secure remote <br />access to land records. Updating office automation and information technology <br />equipment including software and conversion services; preserving, maintaining and <br />enhancing court records including the cost of repairs, maintenance, service contracts <br />and system upgrades may be funded from this source. <br />. The total mid year funds from the Compensation Board for FY 2008 is $82,711. <br />. The Clerk of Circuit Court has requested $82,711 to be disbursed to the City of <br />Portsmouth for purchasing redaction services from the Supreme Court of Virginia. <br /> <br />Discussion: <br />. This action will provide funding to pay for redaction of personal data from land <br />records accessed via the Records Management System and Secure Remote Access. <br /> <br />Financial Impact: <br />. No City cash match is required. <br /> <br />Staff Recommends: Adoption of ordinance. None <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $82,711 IN TECHNOLOGY TRUST FUND MONIES <br />FROM THE STATE COMPENSATION BOARD AND APPROPRIATING SAID SUM IN <br />THE FY 2007-2008 GENERAL FUND OPERATING BUDGET TO FUND REDACTION <br />OF PERSONAL DATA SERVICES FROM THE SUPREME COURT OF VIRGINIA." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, Holley <br />Nays: None <br /> <br />08 - 133 - Adoption of an ordinance accepting $1,500 from the Virginia Department of <br />Mental Health, Mental Retardation, and Substance Abuse Services and appropriating <br />said sum in the FY 2007-2008 Behavioral Healthcare Services fund operating budget to <br />fund a portion of the guardian costs for two mentally retarded individuals. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Department of Mental Health, Mental Retardation, and Substance Abuse <br />Services (DMHMRSAS) will pay up to $750 per individual to fund a portion of the cost <br />incurred to obtain guardianship. <br /> <br />Discussion: <br />. DMHMRSAS is committed to providing funds and/or services that will increase <br />individuals' ability to reside in the community and/or increase their ability to be <br />discharged from institutions and into community placements. <br />. Without a guardian, some individuals with Mental Retardation are at risk of <br />institutionalization. Others, who are residing in institutions, may not be able to move into <br />the community until guardianship is obtained. <br /> <br />Financial Impact: <br />. There is no financial impact to the City. <br />
