January 28, 1992 <br /> <br /> The Director of Pubti:Works recommends and I concur, that I <br />bs authorized to enter into an. agreement with Beacham,'s Religious <br />Books and'Supplies, Inc. for the purpose of executing a no cost <br />exchange of the twelve foot s~rip of land for the construction of <br />a new parking lot to the rear of the building." <br /> <br /> Motion of Mr. King and seconded by Mr. Epperson, the <br />following resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN <br />AGREEMENT OF EXCHANGE BETWEEN THE CITY OF PORTSMOUTH AND <br />EUGENE C. BEACHAM AND EDNA M. BEACHAM FOR THE WIDENING OF <br />HIGH STREET." <br /> <br /> WHEREAS, the Council of the City of <br />it to be in the public interest to widen <br />Street project; and <br /> <br />Portsmouth has determined <br />High Street ih the High <br /> <br /> WHEREAS, the widening of High Street will take the parking <br />lot now located on the High Street side of the property of Eugene <br />C. Beacham and Edna M. Beacham at 3600 High Street, Portsmouth, <br />Virglnia;'and <br /> <br /> WHEREAS, Eugene C. Beacham and Edna M. Beacham have asked <br />City to construct a new parking lot and facilities upon their <br />property as compensation for the City's taking of a portion of <br />their property for the widening of High Street; and <br /> <br />the <br /> <br /> WHEREAS, such an agreement <br />savings to both the City and to <br />Beacham. <br /> <br />will provide for substantial <br />Eugene C. Beacham and Edna M. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City Manager be, and he hereby is, <br />authorized to enter into an agreement of exchange between the City <br />of Portsmouth and Eugene C. Beacham and Edna M. Beacham, which <br />said agreement shall provide that Eugene C. Beacham and Edna M. <br />Beacham will convey in fee simple 1176.12 square feet of their <br />real property fronting on High Street to the City of Portsmouth, <br />and will further provide that the City of Portsmouth will <br />construct a parking lot, 11,409.00 square feet in area, and <br />associated facilities upon the remainder of the real property <br />owned by Eugene C. Beacham and Edna M. Beacham at 3600 High <br />Street, Portsmouth, Virginia, and under said terms and conditions <br />as the City Manager shall deem to be in the best interest of the <br />City of Portsmouth." <br /> <br />Ayes: Clemons, Corprew, Epperson, King, Hawks, Williams, Webb <br />Nays: None <br /> <br /> 92-34 Letter from the City Manager recommending adoption of <br />nine resolutions authorizing the City Attorney to acquire by <br />eminent domain necessary properties essential to the High Street <br />widening project. <br /> <br /> "As you may recall, you ~assed several resolutions at your <br />meeting of December 10, 1991, providing for eminent domain <br />proceedings for the widening of High Street. Those resolutions <br />pertain to property needed for the project, whose owners had not <br />accepted offers from the City. There are several owners who have <br />agreed to the City's offer, whose property may need to be taken as <br />well~ <br /> <br /> <br />
