The viewers you previously <br />appointed have recommended approval of the application. The <br />Planning Commission concurs in this recommendation. <br /> <br /> I, therefore, recommend adoption of the ordinance closing <br />a portion of Barclay Avenue as requested by the applicant." <br /> <br /> James T. Beacham and <br />Edna M. Beacham for the widening of High Street. <br /> <br /> "The widening of High Street, from Hartford Street to ~ ~ <br />Halifax Street, is scheduled for construction in summer 1992. <br />This widening will require that a twelve foot strip of land be <br />acquired from Beacham's Religious Books and Supplies, Inc., <br />which will eliminate a large portion of their existing parking. <br /> <br /> The owner is concerned that whatever monetary offer the <br />City may make to compensate him for the loss of his land and <br />parking area will be insufficient to relocate his parking <br />facilities to the rear of the property. He is willing to <br />exchange the needed twelve foot parcel adjacent to High Street <br />for the construction of a new parking lot to the rear of the <br />property. The advantage to the City is that the parking lot <br />may be constructed for less money because the street Contractor <br />will have no mobilization costs, and~ the owner will not be <br />overcompensated fo~ his loss due to the uncertainty of the cost <br />for him to reconstruct the lot with the proceeds of the taking. <br /> <br /> <br />
