January 28~ 199~2 91-347 - Use Permit application: (g) UP-91-16 Resolution granting a use permit application of Rabha Swami Corporation, contract owner, by ' Architect Gerard Corneille,~ for a mOtel at 3401 Airline Boulevard and 1916 pOnderosa ~ Street. The City Manager submitted a letter recommending denial of the application. Motion of Mr. ~lemOns a~d seconded by Mr. King, to deny the application and was adopted by the following~ vote: Ayes: Clemens, COrprew, Epperson, King, Hawks, williams, Webb Nays: None 91-419 - Rezoning and Use Permit applications: (a) Z-91-11 Rezoning ordinance for property located at 1500 London Boulevard, from Downtown D-2-I Industrial to Downtown D-2-M Mixed. Motion of Mr. King and seconded by Mrs. Clemens, to concur with the City Manager's recommendation to defer Z-91-11 to the Regular Meeting of February 11, 1992, and was adopted by unanimous vote. (b) UP-91-~21 Resolution granting a Use Permit application to Portsmouth Community Services Board, by Executive Director David M. Norman, for a residential care facility ~for drug rehabilitation at 1500 London Boulevard. Minister Rafiq Zaidi, 3106 Hull Street, representing the Black Concerned Citizens, stated that he and his group will play a part in the rehabilitation center,s program. Motion of Mr. Epperson and seconded by Mr. williams, to concur with the City Manager's recommendation to defer UP-91-21 to the Regular!Meeting of February 11, 1992. At the request of Mr. Clemens, the motion was amended to include~t~a~ca!i/~t~g be scheduled with Minister Zaidi~ and was adopted by unanimous vote. - R~PORTS FROM THE CITY MANAGER - 92-30 A&B Letter from the City Manager recommending adoption of an ordinance regarding asbestos removal from City buildings and a motion to authorize the City Manager to exceed the 25% change order limit. A. An ordinance to appropriate $50~000 from the Capital Improvements Fund for the removal of asbestos from the City-owned Elm Avenue Neighborhood Facility~and the Main Library~ ~ B. A motion to,authorize t~e City Manager to execute an amended contract with Nash'Construction to exceed the 25% change order limit on the current contract. "On September 10, 1991, City Council approved an appropriation of $200~000 and award of a contract for $164,550 for asbestos removal in various City buildings to Nash Construction, Inc.
