<br />February 26. 2008 <br /> <br />Background: <br />. Virginia State Code requires that private medical transport businesses be <br />licensed as "Advanced Life Support" (ALS) agencies by the local jurisdictions in which <br />they operate. <br />. In January 2008, the Chief of Emergency Medical Services for Southern Medical <br />Transportation Services, Inc. requested licensure to operate as a Basic Life Support <br />and Advanced Life Support service provider within the City of Portsmouth. <br /> <br />Discussion: <br />. Chief Newell E. Whitehead has approved this request for licensure for Southern <br />Medical Transportation Services, Inc. as an ALS provider with the following conditions: <br /> <br />.." Southern Medical Transportation Services, Inc. ("Southern") agrees to limit its <br />transport business to that of non-emergency transports at all times when operating <br />within the City of Portsmouth. <br />.." "Southern" agrees that it will not attempt to provide, nor respond to, emergency <br />situations (commonly known as "911 " calls) within the City, unless requested by the <br />Portsmouth Fire, Rescue and Emergency Services Department (PFRES) through a <br />written agreement. <br />.." "Southern" agrees that in the normal course of their transport business, while <br />within the City of Portsmouth, they will promptly report any emergency situation to the <br />City of Portsmouth's Emergency Communications Center (E-911) to be handled by <br />PFRES. <br />.." "Southern" acknowledges that PFRES is the only designated "911" agency <br />authorized to provide emergency services and emergency transport within the City of <br />Portsmouth. <br />.." "Southern" shall pay all federal, state and local taxes in a timely manner and <br />obey all applicable federal, state and local laws and regulations and shall keep all its <br />transport vehicles and medical equipment in a safe, clean, well-maintained and sanitary <br />condition. <br /> <br />Financial Impact: <br />. There is no financial impact to the City of Portsmouth. <br /> <br />Staff Recommends: <br />Adoption of resolution. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community <br /> <br />Next Steps Following Council Action: <br />. Provide license to Southern Medical Transportation Services, Inc. for operation <br />as an ALS service provider. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. R. Smith, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION GRANTING CONDITIONAL APPROVAL FOR SOUTHERN MEDICAL <br />TRANSPORTATION SERVICES, INC., A PRIVATE EMERGENCY MEDICAL <br />SERVICES AGENCY, TO PROVIDE CERTAIN TRANSPORT SERVICES WITHIN <br />THE CITY OF PORTSMOUTH. <br /> <br />WHEREAS, Virginia Code S15.2-955 provides that no organization shall provide <br />emergency medical services without the prior approval by resolution of the local <br />governing body; and Virginia Administrative Code regulation 12VAC5-31-420 also <br />requires that any applicant for licensure by the Virginia Office of Emergency Medical <br />Services include such local approval in its state license application; and <br /> <br />WHEREAS, Southern Medical Transportation Services, Inc., a private business <br />(herein "Southern"), desires a state license to provide certain medical transport services <br />in the City of Portsmouth, Virginia; and <br />
