Smith, R. Smith, Randall
Nays: None

08 - 108 - Adoption of an ordinance to amend Appendix A of the Code of the City of
Portsmouth, Virginia (2006) to amend the seasonal dates and to increase the fees at
Bide-A-Wee and the Links at City Park Golf courses. Vision Principle: Thriving
Neighborhoods and a Sense of Community; and Bold New Directions.

Background:
. Bide-A-Wee and the Links at City Park Golf Courses are requesting a rate
increase in order to remain in line with the golf rates throughout the region.

Discussion:
. The rate increases range from $1.00 to $2.50, based on the time of day, length of
play and other criteria. A list of current and proposed rate changes is attached. It is
projected that these rate increases will generate between $50,000 and $60,000 of
additional revenue.
. The "in-season" rates at Bide-A-Wee and the Links at City Park have traditionally
been April 1 - October 31 each year. Over the past few years the Hampton Roads golf
market has moved to an extended "in-season" period from March 1 - November 30.
Changing the dates for "in-season" and "winter rates" will make the golf courses
consistent with the surrounding golf courses. These "in-season" and "winter rates" are
reflected in the attached proposed rate listing.

Financial Impact:
. It is projected that an additional $50,000 to $60,000 will be generated in the Golf
Fund. There are no expenditure impacts for this recommended change.

Staff Recommends:
Adoption of ordinance. Vision Principles: Thriving Neighborhoods and a Sense of
Community; and Bold New Directions.

Next Steps Following Council Action:
. The Golf Pro and golf course staff will implement the proposed rate and date
changes.

1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item.

Motion by Ms. Psimas, and seconded by Mr. R. Smith, to adopt the following
ordinance, and was adopted by the following vote:

"ORDINANCE TO AMEND APPENDIX A OF THE CODE OF THE CITY OF
PORTSMOUTH, VIRGINIA (2006) TO AMEND THE SEASON DATES AND TO
INCREASE THE FEES AT BIDE-A-WEE AND THE LINKS AT CITY PARK GOLF
COURSES."

Ayes: Heretick, Psi mas, D.
