Smith, Randall
Nays: None

08 - 107 - Adoption of an ordinance accepting a grant in the amount of $43,840 from
the Virginia Department of Emergency Management and appropriating said sum in the
FY 2007-2008 Grants Fund Budget to fund the City's Comprehensive Emergency
Management Plan. Vision Principle: Thriving Neighborhoods and a Sense of
Community.

Background:
. More than 30 years ago when the national focus began to change from Civil
Defense Preparedness to Emergency Management Preparedness, the federal
government began to allocate funds through the states for local emergency planners.
. Today, the funds are required to be expended under a very broad objective of
"enhancing a local emergency management program," and this initiative is now known
as the "Local Emergency Management Performance Grant" (LEMPG).
. Localities are required to achieve specified work elements under the LEMPG
grant program that includes planning, training, exercises, and capability reporting for
emergency management.

Discussion:
. The City has been receiving these funds for many years and has been continuing
to enhance and improve the work elements of its Comprehensive Emergency
Management Plan, including the Emergency Operations Center, as required by the
State.

Financial Impact:
. The City will receive $43,840 in cash for FY2007 and must provide the same
amount through an in-kind match. This match will be met through portions of the
salaries of the Emergency Coordinator (Fire Chief), Deputy Coordinator (Battalion
Chief) and the Emergency Management Planner.

Staff Recommends:
Adoption of ordinance. Vision Principle: Thriving Neighborhoods and a Sense of
Community.

Next Steps Following Council Action:
. Ensure that work elements for 2008 are met and reported by March 15, 2008.

Motion by Mr. Heretick, and seconded by Mr. R. Smith, to adopt the following
ordinance, and was adopted by the following vote:
