There is no continuing obligation <br />from the City once the grant has ended. <br /> <br />Staff Recommends: <br />Adoption of ordinance. Vision Principles: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $4,998 FROM THE U.S. <br />DEPARTMENT OF HOMELAND SECURITY AND APPROPRIATING SAID SUM IN <br />THE FY 2007-2008 GRANTS FUND BUDGET TO FUND THE LAW ENFORCEMENT <br />TERRORISM PROGRAM." <br /> <br />Ayes: Heretick, Psi mas, D. Smith, R. Smith, Randall <br />Nays: None <br /> <br />08 - 107 - Adoption of an ordinance accepting a grant in the amount of $43,840 from <br />the Virginia Department of Emergency Management and appropriating said sum in the <br />FY 2007-2008 Grants Fund Budget to fund the City's Comprehensive Emergency <br />Management Plan. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. More than 30 years ago when the national focus began to change from Civil <br />Defense Preparedness to Emergency Management Preparedness, the federal <br />government began to allocate funds through the states for local emergency planners. <br />. Today, the funds are required to be expended under a very broad objective of <br />"enhancing a local emergency management program," and this initiative is now known <br />as the "Local Emergency Management Performance Grant" (LEMPG). <br />. Localities are required to achieve specified work elements under the LEMPG <br />grant program that includes planning, training, exercises, and capability reporting for <br />emergency management. <br /> <br />Discussion: <br />. The City has been receiving these funds for many years and has been continuing <br />to enhance and improve the work elements of its Comprehensive Emergency <br />Management Plan, including the Emergency Operations Center, as required by the <br />State. <br /> <br />Financial Impact: <br />. The City will receive $43,840 in cash for FY2007 and must provide the same <br />amount through an in-kind match. This match will be met through portions of the <br />salaries of the Emergency Coordinator (Fire Chief), Deputy Coordinator (Battalion <br />Chief) and the Emergency Management Planner. <br /> <br />Staff Recommends: <br />Adoption of ordinance. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. Ensure that work elements for 2008 are met and reported by March 15, 2008. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. R.
