<br />February 26. 2008 <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />ordinance approved on first reading at the February 12, 2007 meeting, and was adopted <br />by the following vote: <br /> <br />08-72 (c): <br /> <br />"ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY DELETING THE WATERFRONT W-1 <br />REGULATIONS IN TABLE 40-43.1-2 THEREOF, BY AMENDING THE <br />WATERFRONT W-1 REGULATIONS CONTAINED IN TABLES 40-44-3 AND 40-44-4, <br />AND BY ADOPTING A NEW ARTICLE III, DIVISION 6 PERTAINING TO THE <br />WATERFRONT W-1 ZONING DISTRICT." <br /> <br />Ayes: Heretick, Psi mas, D. Smith, Randall <br />Nays: None <br /> <br />- Other Unfinished Business - <br /> <br />08 - 72 - Use permit application: <br /> <br />(a) UP-08-01 <br /> <br />MIDTOWN NEIGHBORHOOD - The Economic Development <br />Authority requests a use permit to operate restaurants at 2900 <br />Turnpike Road (Former I. C. Norcom High School Site). Deferred <br />from the February 12, 2008 Council Meeting. Vision Principle: A <br />Robust and Prospering Economy. <br /> <br />1. Smith <br /> <br />- City Manager's Report - <br /> <br />08 - 106 - Adoption of an ordinance accepting a grant in the amount of $4,998 from <br />the U.S. Department of Homeland Security and appropriating said sum in the FY <br />2007 -2008 Grants Fund Budget to fund the Law Enforcement Terrorism Prevention <br />Program. Vision Principle: Thriving Neighborhoods and a Sense of Community and <br />Bold New Directions. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding of $4,998 from <br />the U. S. Department of Homeland Security through the Virginia Department of <br />Emergency Management to provide funds for personal protective equipment for the first <br />responders in responding to potential acts of terrorism. <br /> <br />Discussion: <br />. The 2006 Law Enforcement Terrorism Prevention Program (PPE Grant Program) <br />funds would allow the Portsmouth Police Department the ability to outfit seventeen <br />detectives with Full-Face Air-Purifying Respirators to assist our Primary First <br />Responders in responding to potential acts of terrorism. Our Primary First Responders <br />currently utilize Mine Safety Appliances (MSA) Millennium CBRN Gas Masks. <br />. This grant would allow for the purchase of four Safe Escape Hoods for citizens <br />and Limited First Responders the ability to move safely out of a chemical environment. <br />A Limited First Responder would ordinarily be designated as a First Responder, but has <br />not been properly trained, fit tested, or medically cleared for Air-Purifying Respirator <br />(APR) usage, but is otherwise fit for duty. <br />
