<br />Februarv 12. 2008 <br /> <br />Discussion: <br />. In accordance with statewide trends in system transformation, BHS proposes to <br />purchase two recently constructed houses located across Jamestown Avenue from <br />Opportunity House to develop and conduct a transitional living program for homeless <br />recovering female addicts receiving services at BHS. The houses are being purchased <br />from the Center for Community Development for a total purchase price of $480,000. <br />. BHS will utilize the FY 07 one time Department of Mental Health, Mental <br />Retardation and Substance Abuse Services (DMHMRSAS) Transformation funds to <br />purchase the houses and will provide an Intensive Outpatient Program (lOP) through its <br />Women's Recovery Center to assist the residents with treatment services, case <br />management and supportive residential services. <br />. BHS intends to place four women in each house for up to two years of supportive <br />transitional living services. During their stay, the women residents will attend out patient <br />treatment, be monitored with random drug screens and will receive education, training <br />and/or employment assistance from BHS Case Managers to achieve full time <br />employment. They will work closely with Supportive Housing counselors to learn and <br />develop life and parenting skills. Upon completion of the program, women residents will <br />be assisted by BHS to obtain independent residence. <br /> <br />Financial Impact: <br />. There is no financial impact to the City. <br /> <br />Staff Recommends: <br />Adoption of an ordinance. Vision Principles: Thriving Neighborhoods and a Sense of <br />Community; and Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. If the requested appropriation is approved, the Director of BHS will ensure that <br />the proper disbursement of funds will be used to purchase these two homes for <br />transitional living services for homeless female addicts. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. D. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING $480,000 IN THE FY 2007-2008 BEHAVIORAL <br />HEAL THCARE SERVICES FUND OPERATING BUDGET FOR THE PURCHASE OF <br />TWO HOUSES ON JAMESTOWN AVENUE TO BE USED FOR TRANSITIONAL <br />LIVING SERVICES FOR HOMELESS RECOVERING FEMALE ADDICTS." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />08 - 80 - Adoption of a resolution requesting allocation of funds in the amount of <br />$1,000,000 from the Virginia Department of Transportation Fiscal Year 2008-2009, <br />Revenue Sharing. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. The Commonwealth Transportation Board's (CTB) Revenue Sharing program <br />has been continued for this year providing for the availability of up to $1,000,000 to <br />each municipality on a one to one matching basis. <br />. Proposed requests for these funds must be submitted to the District VDOT office <br />by March 10, 2008. <br />
