Smith, Holley <br />Nays: None <br /> <br />08 - 77 - Adoption of an ordinance appropriating $53,520 in the FY 2007-2008 General <br />Fund Operating Budget for expenditure on a transfer to the FY 2007-2008 Capital <br />Projects Fund for a New Wilson High School Athletic Facilities Educational Capital <br />Project. Vision Principle: Thriving Neighborhood and a Sense of Community. <br /> <br />Background: <br />. The School Board of the City of Portsmouth, Virginia has identified the following <br />amount to be funded from the operating balance of $71,361 from fiscal year 2005-06 <br />and that City Council will retain 25% of any such unspent operating fund balance, and <br />the School Board will retain 75% of such funds totaling $53,520. <br /> <br />Discussion: <br />. The School Board hereby requests the Portsmouth City Council to appropriate <br />the 75% allocation or $53,520 for improvements to Wilson Athletic Facilities. <br /> <br />Financial Impact: <br />. The source of the appropriated funds is a Capital Improvement Program transfer <br />from the General Fund. <br />. Estimated Revenues in the FY 2007-2008 Capital Projects Fund Budget will be <br />increased by $53,520. <br /> <br />Staff Recommends: <br />Adoption of ordinance. The Chief Financial Officer will ensure that the budget action required to increase <br />the total appropriations in the Capital Projects Fund by $53,520 is processed <br />immediately upon adoption of the ordinance. <br /> <br />Motion by Mr. Moody, and seconded by Mr. R. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING $53,520 IN THE FY 2007-2008 GENERAL FUND <br />OPERATING BUDGET FOR EXPENDITURE ON A TRANSFER TO THE FY 2007- <br />2008 CAPITAL PROJECTS FUND FOR A NEW WILSON HIGH SCHOOL ATHLETIC <br />FACILITIES EDUCATIONAL CAPITAL PROJECT." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />08 - 79 - Adoption of an ordinance appropriating $480,000 in the FY 2007-2008 <br />Behavioral Healthcare Services Fund Operating Budget for the purchase of two houses <br />on Jamestown Avenue to be used for transitional living services for homeless <br />recovering female addicts. Vision Principles: Thriving Neighborhood and a Sense of <br />Community; and Bold New Directions. <br /> <br />Background: <br />. In reviewing gaps in services that could be filled with regional initiatives, Region <br />V MH/SA Directors identified a need for services that divert from local hospital <br />admissions, Eastern State, and residential placement for women with Co-occurring <br />Disorders. <br />. Statistics show that 4.4 million Americans experience some type of mental <br />disorder every year. Sixty-nine percent (69%) of women in treatment have <br />experienced sexual abuse, 41 % of females incarcerated suffer with major depression, <br />and 60% of females in treatment have a co-occurring disorder with a mental health <br />diagnosis. <br />
