<br />Februarv 12. 2008 <br /> <br />Discussion: <br />. The Turnpike Road project plans are 90% complete and all necessary property <br />has been acquired by VDOT. The Turnpike project has been Portsmouth's number one <br />priority to VDOT as an "urban funded project" <br />. Recent funding identified by VDOT in addition to the $2 million that would be <br />available thru Revenue Sharing could accelerate the $11.6 million Turnpike Road <br />project from a scheduled 2019 ad date to as early as 2010. <br />. The Turnpike Road improvement project meets all the criteria set by VDOT for <br />use of these funds. <br />. The accelerated timing of this project would coordinate improvements with the <br />next phase of Hope VI and the former Norcom site development. <br /> <br />Financial Impact: <br />. The financial impact to the city as a result of this proposal will be that $1 ,000,000 <br />will be required as matching funds from the city's Capital Improvements Program in FY <br />2009 or funds previously appropriated for the Midtown Corridor. <br /> <br />Staff Recommends: <br />Adoption of resolution. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. Submission of formal request for the Revenue Sharing funds. City will begin <br />working with VDOT to finalize construction plans for the Turnpike Road improvement <br />project and to coordinate this work with the proposed adjacent developments. <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION REQUESTING ALLOCATION OF FUNDS FROM THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION FISCAL YEAR 2008-2009, REVENUE <br />SHARING PROGRAM. <br /> <br />WHEREAS, the City Council of the City of Portsmouth desires to submit an <br />application for an allocation of funds of up to $1,000,000 through the Virginia <br />Department of Transportation Fiscal Year 2008-2009, Revenue Sharing Program; and <br /> <br />WHEREAS, $1,000,000 of these funds are requested to fund Improvements of <br />Turnpike Road from Frederick Boulevard to Constitution Avenue, a project estimated at <br />a total cost of $11,6000,000, <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of <br />Portsmouth hereby supports this application for an allocation of $1 ,000,000 through the <br />Virginia Department of Transportation Revenue Sharing Program. <br /> <br />BE IT FURTHER RESOLVED that this resolution shall take effect on the date of its <br />adoption." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, D.
