<br />Februarv 12. 2008 <br /> <br />Background: <br />. The Community Corrections & Pretrial Services Program has been continually <br />funded by the state since 1995. It is a diversion from incarceration program. <br />. This state funding allows us to provide quality supervision to non-violent <br />offenders and defendants in the community and directly impact the jail population. <br /> <br />Discussion: <br />. The Department of Criminal Justice Services has made available $ 9,581 in <br />additional funding to supplement the $553,667 in state general funds already provided <br />for FY 2008 to provide these services. <br /> <br />Financial Impact: <br />. There is no local match and no obligation for continued funding from the City of <br />Portsmouth once the grant has ended. <br /> <br />Staff Recommends: <br />Adoption of an ordinance. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps: <br />. Program Director to provide grant management and oversight. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. D. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $9,581 FROM THE <br />COMMONWEALTH OF VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE <br />SERVICES AND APPROPRIATING SAID SUM IN THE FY 2007-2008 GRANTS <br />FUND BUDGET TO PROVIDE ADDITIONAL FUNDING TO OPERATE LOCAL <br />PROBATION AND PRETRIAL SERVICES." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />08 - 75 - Adoption of an ordinance to amend Section 17-83 of the Code of the City of <br />Portsmouth, Virginia (2006) pertaining to violations of the Rental Inspections Code. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. In 2005, when the Rental Inspections Code was revised and amended pursuant <br />to the State Code, it did not clearly state that the occupation of a residential rental unit <br />would not be allowed without an inspection and Certificate of Compliance as required by <br />the rental inspection code. <br /> <br />Discussion: <br />. It is necessary to amend Section 17-83 of the Rental Inspections Code to <br />provide that allowing such occupation without an inspection and Certificate of <br />Compliance is a violation and therefore punishable as a Class U misdemeanor. <br /> <br />Financial Impact: <br />. There is no financial impact on the City. <br /> <br />Staff Recommends: <br />Adoption of ordinance. Vision Principal: Neighborhood and Community Transformation. <br />
