<br />Februarv 12. 2008 <br /> <br />- City Manager's Report- <br /> <br />08 - 73 - Adoption of an ordinance accepting a grant in the amount of $36,606 from the <br />Commonwealth of Virginia Department of Criminal Justice Services and appropriating <br />said sum in the FY 2007-2008 Grants Fund Budget to fund a Community Based <br />Violence Intervention Program (VIP) for youth under court orders. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The City of Portsmouth has received grant funding of $36,606 from the <br />Department of Criminal Justice Services' Juvenile Accountability Block Grant to fund a <br />community based Violence Intervention Program (VIP) for youth that are under court <br />order. This program of graduated sanctions will allow juvenile courts and probation <br />officers to be more effective in holding juvenile offenders accountable. <br /> <br />Discussion: <br />. The Tidewater Regional Group Home Commission will operate the Violation <br />Intervention Program through an ongoing contractual arrangement. <br />. The VIP program will provide a continuum of services to address the problems of <br />youth and their families who are involved with the Third District Juvenile and Domestic <br />Relations Court, Portsmouth, Virginia to include: family visitation, electronic monitoring, <br />and therapeutic counseling. <br />. The program will provide intensive supervision to approximately twenty-five (25) <br />juvenile offenders. <br />. The Portsmouth Coalition for Youth (PCY) serves as the advisory board for use <br />of JBAG funds and is staffed by the Manager of Youth Services. <br /> <br />Financial Impact: <br />. A local match of $3,600 or 10% will be provided by the Third District Juvenile <br />and Domestic Relations Court in Portsmouth, Virginia. <br />. There is no continuing obligation from the City once the grant has ended. <br /> <br />Staff Recommends: <br />Adoption of ordinance. Vision Principles: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. Karen B. Ellis, Manager of Youth Services will provide grant management and <br />oversight. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT AWARD IN THE AMOUNT OF $36,606 FROM <br />THE COMMONWEALTH OF VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE <br />SERVICES AND APPROPRIATING SAID SUM IN THE FY 2007-2008 GRANTS <br />FUND BUDGET TO FUND A COMMUNITY BASED VIOLENCE INTERVENTION <br />PROGRAM (VIP) FOR YOUTH UNDER COURT ORDERS." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />08 - 74 - Adoption of an ordinance accepting a grant in the amount of $9,581 from the <br />Commonwealth of Virginia Department of Criminal Justice Services and appropriating <br />said sum in the FY 2007-2008 Grants Fund Budget to provide additional funding to <br />operate local probation and pretrial services.
