<br />January 8. 2008 <br /> <br />Background: <br />. The Virginia Department of Fire Programs has been providing entitlement funds <br />to localities for more than twenty years. <br />. "Aid to Localities" provides Virginia cities, towns and counties with funds to pay <br />for training, construction of training centers, firefighting equipment, and protective <br />clothing. <br />. The funds are derived from one-percent of fire-related insurance coverage and <br />are allocated based on population. <br /> <br />Discussion: <br />. This year, the City of Portsmouth has been notified that it will receive $265,099 in <br />Fire Program Funds. <br />. Each year, the City must report to the Department of Fire Programs how the <br />money is used. <br />. This year's funds will be used for fire protection equipment and fire training <br />programs conducted in our Continuous Learning Center. <br /> <br />Financial Impact: <br />. These grant funds require no local cash match. <br /> <br />Staff Recommends: <br />Adoption of ordinance. Vision Principles: Thriving Neighborhoods and a Sense of <br />Community, Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br />. Acquire additional fire protection equipment and continue to provide necessary <br />training for our fire personnel. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $265,099 FROM THE <br />VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2007-2008 GRANTS FUND FOR IMPROVED FIRE SERVICE IN <br />THE CITY." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />08 - 16 - Adoption of an ordinance accepting a grant in the amount of $30,000 from <br />the Virginia Department of Emergency Management and appropriating said amount in <br />the FY 2007-2008 Grants Fund for the Hazardous Materials Southside Tidewater <br />Team. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Each year the Virginia Department of Emergency Management (VDEM) provides <br />the Portsmouth Department of Fire, Rescue and Emergency Services with funds for the <br />Hazardous Materials Southside Tidewater Team. The City of Portsmouth is the lead <br />agency for this regional team. <br />. In 1989, the Southside Regional Hazardous Materials Team was initially <br />organized. As none of the other cities offered to serve as the lead team, Portsmouth <br />volunteered and has served in that capacity since that time. <br />. The funds received enable Portsmouth to maintain a superior level of readiness <br />with regard to equipment, training, and technical expertise in dealing with hazardous <br />materials as required by VDEM. <br />. Portsmouth is required to have a minimum of seven people ready to respond to <br />an incident within the region at any given time. <br />
