Smith, R. Smith, Holley
Nays: None

08 - 17 - Adoption of an ordinance to reprogram $7,070 within the FY 2007-2008
Capital Improvements Fund Budget and to appropriate $37,941 in the FY 2007-2008
Capital Improvements Fund Budget for improvements to the NTELOS Pavilion canopy
structure. Vision Principle: Thriving Neighborhood and a Sense of Community.

Background:
. City Council approved three modifications to the original structure with the
completion of the Ntelos canopy replacement.
. Two of these items, downspouts to divert rain from the canopy and a rain flap on
the stage roof were completed. The third improvement, a section of canopy material to
divert rain from the stage corner to the main mast was built as a temporary measure to
first insure that it worked as intended.
. While only temporary, it has been in place for about two years and functioned as
needed.

Discussion:
. A permanent canopy structure needs to be constructed in the same manner as
the previously constructed roof rain flap.
. An additional funding is required in order for Span Systems Inc., the replacement
contractor, to fabricate and install a permanent rain diversion structure.
. The total cost of the canopy improvement is $63,445 and will be funded by using
currently available funds in the project, $7,070 in reprogrammed funds (Capital Project
18507), and $37,941 of additional appropriation from the NTELOS sponsorship fee.

Financial Impact:
. The $7,070 in reprogrammed funds will come from capital project -Harbor Center
Pavilion Upgrades, and $37,941 of additional appropriation from the NTELOS
sponsorship fee.

Staff Recommends:
Adoption of ordinance. Vision Principle: Thriving Neighborhoods and a Sense of
Community.
